Washoe Housing Authority is Hiring a Property Management - Client Services Specialist II Near Carson, NV

Job DescriptionJob Summary:This position serves as a liaison between the Washoe Housing Authority and the homeownership, low-rent, and other housing assistance program participants, as well as servicing their accounts and agreements. The Client Services Specialist performs numerous duties in the monitoring of the WHA homeownership and rental programs while promoting innovative concepts for the improvement of programs.
Essential Duties & Responsibilities:
  • Must conduct home visits and inspections.
  • Develop an inspection schedule for all participants.
  • Prepare monthly reports on program activities.
  • Responsible for providing information and responding to questions regarding the Housing Authority programs.
  • Responsible for familiarizing and referring clients to outside resources and programs.
  • Responsible for implementing WHA's homebuyer, rental, and housing assistance programs.
  • Perform all duties relating to the annual re-examinations, including any interim recalculations to determine the participant’s monthly house/rental payments.
  • Post monthly house payments to the accounting system and provide payment receipts to participants. Monitor participant accounts and address delinquencies with participants.
  • Conduct move-in, move-out, and special housing inspections as required. Work with the inspection team to ensure the accuracy of move-out inspections and ensure the home is prepared for the next participant before move-in.
  • Monitor participant’s compliance with WHA policy and Tribal Ordinances.
  • Provide the appropriate notices to participants who violate WHA policy and Tribal Ordinances.
  • Conduct new participant orientation.
  • Conduct verification of homebuyer information as part of initial, interim household updates and re-examination process.
  • Prepare all necessary documentation as required for the termination and eviction process.
  • Prepare appropriate notices to tenants regarding continued occupancy.
  • Provide counseling to participants on WHA policies.
  • Oversee the Tenant-Based Assistance program. Intake applications and provide a recommendation for acceptance and denial of application. Assist applicants with providing all and any documentation required.
  • Assist the client and the client’s family with addressing any credit issues they may have and/or provide credit counseling or guidance to working with a certified credit counselor. If necessary, assist the family or individual with the development of a personal budget and credit repair plan. Assist family with tracking credit repair progress.
  • Design and conduct workshops for participants to include, but not limited to, maintenance, financial skills, homeownership workshops, etc. Assist in all annual dinners and participant activities.
  • Actively participate in all staff meetings, seminars, committees, training, and group functions.
  • Be a productive team member with a positive attitude.
  • Other duties as assigned.
Knowledge, Skills & Abilities:
  • Must be able to work independently and adjust to varying program conditions and changes.
  • Must be able to communicate and work effectively with people on an individual and group basis.
  • Must be able to analyze and resolve problems quickly and efficiently.
  • Must have basic bookkeeping knowledge to post monthly rent charges and monitor participant accounts.
  • Must have basic computer skills to work within the housing authority’s tenant computer system.
  • Must have experience with Microsoft Office Word, Excel, and PowerPoint.
  • Must maintain strict confidentiality.
  • Ability to be a productive team member in a teamwork business environment and ability to assist team members with completing assignments and tasks that benefit the organization.
Minimum Qualifications:
  • Must have a minimum of 2 years experience in Customer Service, Indian Housing, or Public Housing profession, preferably in tenant relations.
  • Individuals must have the ability to work with people from diverse cultures, ethnicities, and socio-economic backgrounds.
  • Must be able to respect and adhere to the most rigid and strict rules of employer/tribal member/public citizen practice of confidentiality.
  • Must possess a valid California or Nevada Driver’s license with an acceptable driving record.
  • Must be capable of passing a pre-employment drug screening and a criminal background investigation.
Physical Demands:
  • Frequently sit for long periods.
  • Occasionally standing and walking throughout the office.
  • Frequently viewing a computer screen.
  • Frequent verbal communications in person and on the telephone.
  • Frequently twisting and reaching.
  • Frequent simple grasping of objects and fine manipulation to write.
  • Frequent use of fingers for computer keyboards and other office equipment.
  • Occasionally lifting, carrying, pushing, and pulling objects and materials up to 25 pounds.
Working Environment:
  • Work is performed indoors in an office setting with occasional local driving commutes to perform home inspections.
  • Working hours are Monday through Friday, typically 8:00 am to 5:00 pm. Subject to change due to work demands. Occasional evening and/or weekend work may be required.
  • Dress attire is business casual.
