Job Summary:
Under the guidance of the Director of Ministry and the Vice President of Ministry, the Program Manager of Women’s Services provides organizational vision and direction for the overall management and safe operation of an effective Women’s Services Program. Performs all reasonably related duties as assigned.

Christian Commitment: Must exemplify and model Christian behaviors and values and possess high levels of ethics, honesty and character.
Education/Experience: Bachelor’s degree (B.A.) from a four-year college or university in Theology or related field; or four years related experience and/or training; or equivalent combination of education and experience.
  • Must have an endorsement from a recognized Christian body.
  • Minimum of four years’ experience as a pastor, teacher or lay leader is desired.
  • Must have a valid government-issued driver’s license and be insurable by the WRM’s insurance carrier.
  • Must be able to pass a Level 2 Background Clearance for the purposes of being able to gain access and enter data into the HMIS Case Management System.
  • Must be willing to sign the Waterfront Rescue Mission’s Statement of Faith.
  • Must have knowledge and experience to research and present Christian material nondenominationally.
  • Must be an effective presenter of scripture.
Essential Job Duties and Responsibilities:
  • Supervises and evaluates all aspects of the Program, Staff and Facilities at a particular location.
  • Acts as a mediator during times of conflict and crisis.
  • Serves as a Client liaison or advocate when necessary.
  • Oversees, help develop and edits operational processes and strategies to comply & implement the policies and procedures of the ministry.
  • Serves as the Departmental Head and Steward of the ministries assets, good name & organizational best interests.
  • Assists the Vice President of Ministry in the development of the annual budgets by preparing the needed documents and reports.
  • Responsible for the Fiscal management of the Department.
  • Acts as the Department’s Safety Director and assures the Safety program & training is provided.
  • Responsible for coordinating the training and professional development of the department’s staff.
  • Is responsible for the departmental processes that convert inputs (supplies) and outputs (services) into positive outcomes for the clients.
  • Provides a grace-based & adult to adult communication model of ministry.
  • Practices the Core Values and ensures an operation that will deliver the Brand Promises.
  • Practices and promotes respect for clients and the confidentiality of their information.
  • Networks within our organization and with others agencies to coordinate & communicate resources, training, etc.
  • Directly supervises all employees in the department for which they are acting as the Program Manager. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work’ appraising performance; encouraging and disciplining employees; addressing complaints and resolving problems.
  • Maintains and provides appropriate training of department Material Safety Data Sheets. Ensures all employees are aware of the location of the Safety Data Sheets and is aware of how to handle any and all hazardous materials in the department.
  • Some travel may be necessary for training & temporary duty.
  • Other duties as assigned by immediate supervisor or other Mission management.
Supervisor Responsibilities:
Directly supervises all employees in the department for which they are acting as the Program Manager and carries out the supervisory responsibilities in accordance with the organization’s policies and applicable laws or regulations. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work’ appraising performance; encouraging and disciplining employees; addressing complaints and resolving problems.
Computer Skills:
The computer skills described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • Intermediate computers skills are required for this position, which include aptitude in the use of the Internet, e-mail, spreadsheets, and maintaining data bases through means of accurately and proficiently entering data.
  • Must be knowledgeable in the use of Microsoft Office Suite & case management software; basic computer and typing skills a must.
