Waypoint’s client is 
seeking a highly skilled Program Manager to lead the Marine Corps Systems Command (MCSC) Management Control Activity (MCA) Support Services contract. The successful candidate will be responsible for overseeing fiscal and physical property accountability, visibility, and auditability. This role demands expertise in logistics, supply management, and experience working with high-level military personnel.
Responsibilities:
  • Flag Officer Level Briefing: Conduct briefings for senior military officers, ensuring clear communication of program objectives, progress, and issues.
  • Scheduling and Task Management: Develop and maintain project schedules, manage tasks effectively, and ensure timely completion of all project deliverables.
  • Strategic and Operational Understanding: Grasp the strategic vision and operational requirements of the MCSC, MCA, and affiliated offices, ensuring all efforts align with these goals.
  • Team Training: Provide training to team members on agile methodologies and other relevant processes as needed.
  • Property and Financial Accountability: Ensure compliance with policies for property movement, accountability, and financial audits. Manage property transfer processes and maintain asset accountability.
  • Data Management and Analysis: Utilize MS PowerPoint and MS Excel to create pivot charts, perform complex data analysis, and present findings clearly.
Requirements:
  • Education and Experience:
    • Bachelor's degree in Business, Logistics, Supply Chain Management, or a related field.
    • Minimum of 5 years of experience in a program management role, preferably within a military or government environment.
    • Experience briefing senior military officers and high-level stakeholders.
    • Knowledge of Marine Corps logistics and supply processes is highly desirable.
  • Technical Skills:
    • Proficiency in MS PowerPoint and MS Excel, including advanced functions such as pivot tables and complex formulas.
    • Familiarity with Government property systems (e.g., GCSS-MC, DPAS).
  • Certifications:
    • Defense Acquisition Workforce Improvement Act (DAWIA) Advanced Certification or equivalent training/credential is highly desirable.
  • Audit Support: Assist in auditing Key Supporting Documents (KSDs) to ensure property procurement and receipt comply with contractual agreements and audit requirements.
  • Policy Development: Aid in establishing and implementing policies and procedures to enhance audit readiness and property accountability.
  • Property Transfer Facilitation: Oversee the transfer of government property, ensuring proper documentation and accountability.
  • Internal Audits and Training: Conduct internal audits and provide necessary training to team members to maintain compliance with audit standards.
  • Reporting: Develop metrics and reports, conduct trend analysis, and provide comprehensive updates on property and financial status.
  • Program Oversight: Coordinate and oversee all contractor support activities, ensuring alignment with the MCA's strategic objectives and compliance with contractual obligations.
  • Quality Assurance: Implement and maintain a Quality Control Plan (QCP) to ensure services meet the required standards and contractual specifications.
