West Virginia Department of Transportation (WV) is Hiring a Transportation Geographic Information Systems Program Analyst 3 - Kanawha County Near Charleston, WV

JOB
The Transportation GIS Program Analyst 3 performs advanced level technical work in geographic information systems (GIS) analysis, application design, and programming. This position will report to the Mapping Services Unit. Work involves design and maintenance of data resources and operation of GIS software within the context of programs and policy directives. Work includes advanced GIS analysis, application development, and other GIS-related activities. Work is performed with considerable independence. Distinguishing factors pertain to the complexity of analysis and design responsibilities, as well as the level of independence granted and the nature of the review of completed work product. In addition, at this level, this position will train and develop skills of lower-level GIS program analysts and other technical staff. Performs other related duties as required.Pay Grade: 19
EXAMPLE OF DUTIES
Performs complex GIS analysis.Analyzes user organization functional requirements and develop GIS application designs.Writes and tests GIS application programs; prepares documentation of GIS application programs.Prepares GIS application user manuals; trains GIS staff in the operation of GIS applications.Provides user support for GIS application programs.Performs GIS hardware and software operations; performs activities associated with implementation, operation, and enhancement of the GIS hardware and software.Assists in designing and enforcement of GIS database standards for content.Produces or reviews preliminary and detailed designs for new or modified database elements.Investigates and recommends sources and approaches for automating GIS database elements. The work involves planning, developing, and carrying out vital administrative or scientific programs. Personal contacts may include individuals or groups from outside the Department of Transportation. Certain meetings or conversations may take place outside of the agency in a somewhat unstructured setting.Travel may be required; therefore, a valid driver’s license may be required.
SUPPLEMENTAL INFORMATION
REQUIRED TRAINING/EDUCATION Bachelor’s degree from a regionally accredited college or university with six (6) semester hours in computer science or GIS. Note: Preference may be given to those with degrees in geography, cartography, geology, forestry, natural or earth sciences, environmental sciences, engineering, engineering technology, mathematics, computer science, planning, or a related field. REQUIRED EXPERIENCEFour (4) years of full-time or equivalent part-time paid experience in GIS activities. Substitution: Successful completion of graduate coursework from a regionally accredited college or university, as outlined above, may be substituted for two (2) years of the required experience through an established formula. ORSubstitution: Doctorate degree from a regionally accredited college or university in any of the above preferred fields may be substituted for three (3) years of the required experience. ORSubstitution: A professional diploma from the National Geospatial-Intelligence College of the National Geospatial-Intelligence Agency may be substituted for the required experience.
