The Office of Equity Assurance at West Virginia University is currently accepting applications for a Case Manager.

About the Opportunity

This position is responsible for the University's compliance in highly sensitive and important areas of ADA, Title VI, Title VII and Title IX.

The Case Manager ensures all complaints are appropriately processed and triaged. Promote and ensure investigative integrity and due process of all complaints. Failure to meet the responsibilities of this position puts individuals and the institution at great risk for personal, legal, financial, and emotional consequences.

What You'll Do

  • Receives and makes record of any discrimination complaint related to ADA, Title VI and Title VII of the Civil Rights Act of 1964, regardless of whether the respondent is a student, employee or third party for investigation, on all campuses as appropriate. This may include gathering initial evidence related to the complaint.
  • Initial point of contact for all Title IX and other forms of discrimination complaints, and responsible for the completion of all intake forms.
  • Ensures all involved parties are provided with information about the investigatory process.
  • Provides resource referrals to students, staff, and third parties involved in investigations. Coordinates entire complaint/investigation process within prescribed deadlines including planning, coordinating, scheduling, etc.
  • Assists in consistently improving the effectiveness of complaint processing and response protocols to ensure party needs are being met while systemic issues are identified and addressed.
  • Manages disposition log for all complaints and ensures that projects are on track for completion by deadline requirements. In most instances investigations should be completed in 60 days.
  • Responsible for the management of all projects and reports. Ensures all components of the process are completed timely and accurately. Works with the Director/Title IX Coordinator to review findings and make recommendations for corrective action.
  • Responsible for confidential storage of all physical and electronic case files and databases. Case files must be complete and well managed for purposes of future federal review, investigation, and/or litigation.
  • Maintain and update online case database in conjunction with Office of Student Rights and Responsibility and Talent and Culture.
  • Communicate with satellite campuses for updates on all cases.
  • Review, edit, update, and monitor all case reports to ensure they are written clearly and cohesively.
  • Develops core management system for ongoing and completed cases.
  • Assist with essential compliance functions such as Clery reporting.
  • Collects and prepares data related to compliance with Executive Orders and state and federal law, as well as in response to internal and external requests for information. The incumbent assists in data collection for campus climate assessment.
  • Provides all bibliographic and editorial assistance with materials related to assigned projects.
  • Assist in creating posters and PowerPoint presentation or with other training material as needed.
  • Serve as Office Manager, following university and state procedures for all purchases, travel arrangements, payments, etc.
  • Responsible for data entry and preparation of monthly, quarterly and annual reports related to Title VI, Title VII, and Title IX services, statistics, cases and other areas provided by Equity Assurance, RDVIC advocates, WVU Peer Advocates, and other partner agencies.
  • Participates in the development and administration of programmatic goals, objectives, and procedures.
  • Attends administration meetings when investigators are unavailable to ensure collaboration and sharing of information with partners.
  • Coordinates and monitors Title VI, Title VII, and Title IX efforts of partners that receive and/or investigative complaints, including Office of Student Rights and Responsibility, Campus Police, Human Resources and Athletics.
  • Updates and maintains a database detailing development in Title VI, Title VII, and Title IX legislation, case law and trends.
  • Assists with the preparation and dissemination of education materials, including web-based materials as needed.
  • Assists with coordinating training for students, faculty, and staff about their rights under Title VI, Title VII, and Title IX grievance procedures.
Qualifications
  • Bachelor's degree in business, communications, social work, public administration, law, or related field.
  • A minimum of two (2) years of experience in program management.
  • Administrative support experience preferred.
  • Commitment to social justice and equality.

  • Ability to exercise appropriate judgement in highly sensitive and unique and unpredictable situations.
  • Must have sensitivity to and ability to discern appropriate action in high risk personal and emotionally charged situations where individuals may show signs of possible self-harm or harm to others.
  • Ability to work in a fast-paced and confidential environment with the ability to provide high-level administrative/managerial support, multi-task and prioritize.
  • Excellent communication skills effectively in both written and verbal form, including the ability to compose business/legal /academic correspondence.
  • Strong ability to organize workload with close attention to detail; manage multiple tasks and timelines; make appropriate decisions following campus policies and procedures.
  • Ability to work independently with limited supervision as well as effectively in a team.
  • Knowledge and ability to utilize various software applications such as Microsoft Office and Outlook required, ADVOCATE and/or similar preferred.
  • Ability to learn Title VI, Title VII, The American with Disabilities Act and other applicable civil rights and employment laws, Title IX, VAWA, FERPAA, HIPAA, Affirmative Action, Equal Employment Opportunity, regulations and court decisions.
  • Ability to maintain confidentiality and professional relationships in dealing with sensitive, complex civil right, legal and human resource issues, and situations.
  • Understanding of on and off campus resources, and WVU internal and external partners.
  • Proficient in English usage, spelling, grammar, and punctuation.
