Key Details:

  • Salary: $75,000 - $100,000, Base salary will be based upon education, professional certifications, and previous work experience.
  • Location: Preference for joining theCheyenne, WY office, but flexible.

Job Description:

The Human Resources Manager is directly responsible for the overall administration, coordination and evaluation of the human resource function.

Responsibilities Include:

  • Develop and administer human resources plans and procedures for all company personnel.
  • Plan, organize and manage all activities of the HR department, including developing department goals, objectives and systems.
  • Assist the Executive Team with annually analyzing and updating employee compensation; rewrite job descriptions as necessary; monitor the performance evaluation program and revise as necessary.
  • Develop, recommend and implement personnel policies and procedures; prepare and maintain handbook on policies and procedures.
  • Perform benefits administration to include annual re-evaluation of benefits.
  • Develop and maintain affirmative action program, file EEO-1 annually, and maintain other records to conform to EEO regulations.
  • Oversee recruitment efforts.
  • Oversee employee relations, address disputes and/or grievances, and conduct investigations when appropriate.
  • Conduct onboarding presentations and exit interviews.
  • Establish and maintain department records and reports. Participate in administrative staff meetings. Maintain organizational charts and employee directory.
  • Evaluate reports, decisions and results of department initiatives in relation to established goals. Recommend new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
  • Keep up to date with current HR practices and is a resource for the management team and Board of Directors
  • Ensures compliance with all federal, state and local employment laws

This is a general description of the functions for this position and is not inclusive of the duties which may be associated with this position.

Requirements:

  • A bachelor’s degree in human resource management, or equivalent combination of education and experience. PHR or SHRM-CP certification is preferred.
  • A minimum of seven (7) years of job-related experience in a human resource department or similar combination of education and experience.
  • Ability to understand, explain, interpret and apply HR rules and regulations
  • Excellent written and verbal communication skills and listening skills:
  • Ability to speak clearly and persuasively in positive or negative situations; practice active listening skills to determine the nature of the problem and get clarification when needed; apply the proper tone to each situation
  • Business acumen, strategic development, and exceptional ethical conduct.
  • Ability to effectively supervise others
  • Proficiency in the use of computers and Microsoft Office applications
  • Ability to perform data entry with a high degree of detail and accuracy
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation
  • Ability to maintain a high level of confidentiality
  • Self-motivated with the ability to prioritize and make independent decisions
  • Ability to provide positive interaction with employees and management
  • High level of organization, personal effectiveness and credibility
  • Excellent customer service and employee focus with the ability to form effective relationships with a variety of personalities
  • Strong problem solving / analysis skills and effective use of reason and rationale when dealing with sensitive and/or emotional topics.
  • Ability to work in a fast-paced environment by prioritizing and multi-tasking
  • Must pay particular attention to details in all transactions to ensure accuracy, completeness and timeliness

After an offer of employment is made, the candidate must successfully pass a pre- employment background check, drug screening, and DMV records check that meets WEST’s minimum criteria to operate a motor vehicle on behalf of the company. A valid driver’s license will be required.
