The LCCWEAR Quality Control Analyst will support the efforts of the Department of Community Based Services, by participating in the design and implementation of program evaluation that improves the achievement of ASFA goals, permanency, and adoption for children.

This position is funded through the "Child Welfare Analytics Collaborative," a partnership between Western Kentucky University, WKU's LifeSkills Center for Child Welfare Education and Research (LCCWEAR), and Kentucky's Cabinet for Health and Family Services. The LCCWEAR Director will serve as the PI and provide program support for this project in a university-based administrative role. This is a grant funded position. Continuation is dependent upon funding/need.

The LCCWEAR Quality Control Analyst(s) that are assigned to the Department for Community Based Services will report directly to assigned personnel at the Division of Protection of Permanency.

The LCCWEAR Quality Control Analyst will actively contribute to the following:

  • Provide data analysis and evaluation support for program areas including for example: adoption related services, out-of-home care related services, child protective services, transitional services, clinical services, quality assurance related services, prevention services, and adult protective services; provide consultation regarding data analysis and evaluation with appropriate regional and central office staff;
  • Conduct research and evaluation of specific program areas related to Kentucky's child welfare system and recommendations for improvement, as needed; attend evaluation workgroups and related meetings, as requested; develop data collection tools, data management, data extraction, visualization, and data analysis, as needed; assist with survey creation and analysis, if feasible; provide evaluation services and technical support services for on-going and new initiatives, as needed; develop and manage longitudinal research datasets; design, analyze, and summarize DCBS surveys such as the Employee Engagement
  • Survey, etc. as requested, and provide consultation and support related to data and information inquiries from DCBS stakeholders and community partners.

Decision Making

The position requires significant critical thinking in determining the best approach to research and evaluation. Incumbent will be expected to show initiative and make decisions on routine issues and making recommendations on issues that are outside standard operating procedures. Errors in judgment could affect the effectiveness of the research, which could result in loss of reputation and/or resources. The issues that arise are varied and required discretion to solve non-routine problems.

Essential Job Functions

Essential job functions include development of research design, technical report writing, and other duties assigned (e.g., work with teams, attend meetings, etc.). Contacts may include work with Cabinet staff, community partners, training professionals, university faculty, students, contractors, child care providers, and customers/clients of the Cabinet for Health and Family Services.


Job Requirements:

  • Bachelor's degree in statistics, computer science, or a related field.
  • At least two years of research and programming experience.
  • Ability to use and do complex functions on Excel spreadsheets including pivot tables, Statistical Program for the Social Sciences (SPSS, SAS, and/or R), word processing, and power point.

Salary: $54,420
