Summary

The Process Safety Management (PSM) Coordinator is responsible for ensuring that the PSM program is compliant with all OSHA and EPA standards, by serving as the liaison between the Safety and the plant Refrigeration and Maintenance departments. By updating and maintaining the guidelines and elements of the PSM program, the PSM Coordinator will provide oversight and compliance to the processes. Provides coordination between the PSM program and facilities maintenance, maintains appropriate records and files to permit meaningful analysis, and reporting of results of work accomplished.. Direct and track contractor needs, and activities as directed by management. Perform all tasks in a safe manner to ensure achievement of Quality, Service, and Cost objectives. Comply with all standard operating procedures and requirements under local, state and federal regulations.

Education, Licensure and Experience

  • Combination of education and minimum of two years of work experience or minimum of five years industrial refrigeration and Process Safety Management experience equivalent.
  • Refrigeration Engineers Technician Association (RETA) 
  • Certified Industrial Refrigeration Operator (CIRO) certification preferred.
  • Completion of a PSM/RMP Competencies Course
  • OSHA certification preferred.
  • Ability to conform to all OSHA, PSM, HAZMAT, and Publix safety program regulations.
  • Ability to learn and understand OSHA Emergency Response requirements.
  • Ability to demonstrate excellent work habits in line with good manufacturing practices (GMPs).
  • Ability to demonstrate safe work habits.
  • Ability to work in a fast-paced environment.
  • Ability to work any shift, including nights, weekends, holidays, and extended hours.
  • Ability to work efficiently with little to no supervision.

Essential Duties and Responsibilitiesinclude the following (Please note: This in no way states or implies that these are the only duties you will be required to perform.   1. Manage and execute all aspects of the Process Safety Management Program.
  2. Achieve safety objectives by assuring the proper and safe operation of plant refrigeration system.
  3. Actively participates in refrigeration team activities and programs and works to improve skills by staying abreast of current technologies.
  4. Maintain a safe working environment. 
  5. Speak up on areas of cost savings improvement and promote a culture of good stewardship. 
  6. Ensure all ammonia refrigeration preventative maintenance schedules reflect what is required in the Process Safety Management Program. 
  7. Monitor the execution of all maintenance activities associated with refrigeration assets (buildings and equipment) so that the lifetime value of the Company’s investment in these assets is optimized.
  8. Responsible for the technical development of refrigeration staff. Participates in the recruitment, selection, coaching, evaluation, and development of all assigned maintenance personnel.
  9. Utilizes the Company's Enterprise Asset Management System and supports its use as a key management information tool.
  10. Provides input for the preparation of budgets and implementation plans for maintenance, repair, capital, and reliability improvement expenditures (including the identification of outside resources when appropriate.
  11. Works closely with the Manager of Plant Engineering and other plant personnel to ensure compliance with all federal, state, and local laws, statutes, codes, and regulations as well as internal Company policies.
  12. Reviews system-altering processes prior to implementation.
  13. Organizes and provides PSM-mandated training to all applicable associates and contractors.
  14. Reviews and assists with Management of Change (MOC), Pre-Startup Safety Reviews (PSSRs), and Process Hazards Analysis (PHA).
  15. Reviews all refrigeration action plans for ammonia-related projects to ensure compliance and viability with the PSM program.
  16. Organizes and provides leadership concerning all elements of PSM by reading and reviewing mechanical and electrical drawings, procedures, and ammonia-related programs and policies.
  17. Serves as primary respondent in the event of any PSM audit activity.
  18. Schedules refrigeration associates for PSM training, Confined Space, HAZMAT, LO/TO, and Hot Work training programs.
  19. Other duties as assigned.

Language Skills

Must be able to read, write, speak and understand the language of the majority cultural group in order to communicate effectively. Must be able to hear enough to understand those individuals as well. Ability to read, interpret, and comprehend documents such as grafts/flow sheets, financials, general professional articles and publications, governmental regulations, safety rules, assignment sheets, and procedure manuals. Must be able to write reports, business correspondence, policies and procedures, and other administrative forms as outlined above.

Must be able to effectively communicate in both individual and group settings. Must be able to present information and respond to questions from individuals and/or groups.

Mathematical Skills

In order to perform duties, must be able to:

  1. Add, subtract, multiply, and divide all units of measure such as whole numbers, fractions, percentages, and fractions.
  2. Compute rate, discounts, ratios, and percent, and
  3. Make, read and interpret financials, graphs, rates, ratios, and percentages.

Reasoning Ability

Ability to apply common sense and judgment in solving problems and interpreting and understanding instructions furnished in written or oral form. Must be able to make independent decisions when circumstances warrant such action yet reason when to involve supervisor.

Computer Skills

Basic computer knowledge with the ability to learn software.

  1. Display strong organizational skills with ability to prioritize multiple tasks and deal with frequent interruptions.
  2. Basic office skills such as phone skills, voice mail, copying, faxing, typing, and directing visitors.
  3. Ability to function independently given assigned duties.
