The Legislative Technology Services Bureau (LTSB) is a nonpartisan legislative service agency that provides and coordinates leading-edge information technology services and support to the Wisconsin Legislature. LTSB is accepting applications for a skilled and enthusiastic Application Developer to join our Geographic Information Systems (GIS) team located in Madison, Wisconsin. Salary is dependent on experience and qualifications.
We are looking for a qualified candidate with the desire and aptitude to develop .NET and GIS applications in an enterprise environment. As a member of the GIS team, you will help create and maintain web, desktop, and console applications that support decision making, operations, and analysis throughout the Legislature. This developer will be directly involved in understanding business processes, design, development, testing, deployment, and maintenance of custom GIS applications.
Along with programming abilities, the candidate should have an interest in mapping software and its integration in mapping application projects, understand the principles of database management, possess a desire to troubleshoot GIS software, and help our customers realize the benefits of GIS in state government.
The GIS Application Developer position will be assigned to various project teams and will report primarily to the GIS Manager. This position will interact directly with all of LTSB’s teams, legislators, legislative staff, local officials, state and federal agencies, and the general public.
Salary is dependent on experience and qualifications, and includes generous state benefits.
Knowledge/Experience/Skills Required
  • Deep knowledge of at least one programming language
  • Formal education in computer science,computer engineering, geographic information systems, and/or equivalent professional experience in a related field
  • Strong problem-solving ability
  • Capability to work independently and as part of a team
  • Commitment to excellent customer service
  • Ability to work in a nonpartisan environment
  • Ability to learn new technologies and tools
  • Ability to train others in development technology
Knowledge/Experience/Skills Desired
  • .NET Framework, .NET Core
  • C#, VB, JavaScript, SQL
  • Visual Studio,SQL Server Management Studio, Git
  • UI/UX design,CSS, Bootstrap
  • ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online
  • An ESRI ArcGIS API or SDK, Leaflet API
  • Geographic/Spatial Data Analysis
