Job Role Summary

This position will play a leading role in understanding the impact of Ending the HIV Epidemic (EhE) initiatives in Marion County and the Indianapolis Transitional Grant Area. This position is responsible for all aspects of EhE data management, including support of data collection, entry, quality remediation, analysis, evaluation and reporting. The position will also provide support to the program evaluation team and the coordination of data management services with that team. This position will collaborate with the HIV Epidemiologist and the State Surveillance Program to review eHARS data to facilitate data to care. This position will work closely with the EhE Grant Manager to ensure that the EhE program meets HRSA reporting requirements, including EhE Triannual Reports and the annual Ryan White Services report (RSR) and to use data to track and improve outcomes and support the creation of new initiatives. This position will assist with grant writing and reporting. Reporting includes internal, external, and HRSA related reporting and involves the development of CAREWare data reports and analysis and may also involve data from other sources as needed to support the EhE program. In addition to EhE data-related responsibilities, this position works closely with the Ryan White Database Manager to provide support with day to day data system administration and training for all CAREWare users, to continue implementation of data governance internally and with multiple partners, and to maintain quality data across all providers.

This position works under the Ending the HIV Epidemic grant program and will be responsible for data-related infrastructure enhancements to monitor and improve client services and outcomes. This position will be funded through HRSA Ending the HIV Epidemic Grant, and continued employment is contingent upon receipt of the grant.

Associated Job Duties

  • Utilize multiple data ports to assist in identifying, locating and linking HIV patients into the care and treatment system
  • Meet with program staff to understand their information needs, and develop solutions to address those needs
  • Establish data sharing agreements with external organizations.
  • Evaluate and improve the quality of the data received and improve our understanding and interpretation of the data.
  • Support the MCPHD vision and mission through department presence in the community.
  • Assist in the mobilization of community partnerships to identify and solve health problems related to the populations served.
  • Prepare and deliver reports and presentations on health issues and statistics for professional and lay audiences
  • Participate in public health emergency preparedness exercises and response to public health emergencies, as directed.
  • Participate in 8 hours of H.O.P.E. events per year.
  • Perform other duties, as assigned.

Qualifications

  • Completion of a Bachelor’s Degree in Public Health, Allied Health or related discipline is required
  • Experience with computerized data analysis and data management
  • Knowledge of HIV/AIDS and/or STI related issues is beneficial

Licenses/Certifications Required

  • Valid driver's license.

Knowledge, Skills & Abilities

Language Skills:

  • Excellent interpersonal, oral, and written communication skills
  • Ability to read and interpret documents such as medical information, laboratory results, public health laws, safety rules, operating and maintenance instructions, and procedure manuals
  • Advance computer skills including the ability to create and utilize database, spreadsheet, webinar, power point, and word processing software

Reasoning Ability:

  • Ability to analyze data to identify problems and to devise and implement corrective actions
  • Ability to solve practical problems and deal with a variety of complex situations in short time frames
  • Strong organizational skills, including attention to detail, multi-tasking, establishing workload priorities, and meeting deadlines.
  • Ability to work independently and in team relationships effectively

Working Environment

  • Standard office environment.
  • Exposure to communicable disease, illness and irate community members.
  • Some physical effort associated with filing, carrying supplies for health fairs and/or exhibits, travel between main office and meetings, program site(s), and health fairs.
  • Required to drive both in-county and out-of-county for the coordination of program initiatives.
  • May be required to work evenings and weekends
