Job Role Summary

Position is responsible for conducting all phases of public procurement processes for HHC & MCPHD. Strategic Buyer is responsible for achieving the best possible cost savings, contracting, performance review and supply base optimization. Prepare and process all statutory required bids and quotes. Coordinates with Department Heads and Legal in leading negotiations that develop contracts containing appropriate language that protects HHC, support cost controlling initiatives, provide for continuous process improvements and vendor diversity inclusions. Act as liaison to departments and vendors to resolve procurement issues.

Associated Job Duties

Contract Management:

  • Manage supplier/vendor/partner procurement contract lifecycles, including negotiations, pricing structures, and delivery of various contracts covering a range of transactions.
  • Monitor contract utilization and compliance.
  • Manage expiring/renewing contracts using contract management system.
  • Ensure all contracts are fully executed and outline agreements are linked to Purchasing documents.

Sourcing Purchasing:

  • Support departments by evaluating markets for best sources, new sources, market conditions and trends, product or service analysis, cost comparison, industry benchmarking, and product changes.
  • Support/facilitate the coordination of implementation of new or changed products/services when necessary.
  • Reviews/approves requisitions and purchase orders.
  • Determines appropriate method of competition as established by procurement policies, state statute, rules, and regulations.
  • Incorporate HHC's various initiatives where practicable in sourcing activities i.e., MBE/WBE/VBE/DOBE purchases, local purchases.
  • Attends periodic department/corporation meetings.

RFx Development:

Coordinates the development of RFP/RFI/RFQ/Bids including:

  • Coordinating communication between supplier and end user.
  • Assembling an appropriate cross-functional team.
  • Coordinating evaluations and/or supplier presentations.
  • Benchmark pricing and analyze quotes and proposals.
  • Vendor selection and minority supplier inclusion.
  • Supplier Development:
  • Coordinates regularly scheduled business reviews with key suppliers.
  • In coordination with department heads, develops service level benchmarks.
  • Monitors supplier service levels.
  • Supports Diversity Inclusion initiatives.
  • Attends product expositions and vendor outreach or opportunity fairs.

Qualifications

  • B.S. degree in business or related field, plus a minimum of 3 years’ experience with contracting in a Purchasing environment or Supply Chain Management.
  • Any combination of education and work experience meeting the minimum requirements is acceptable.
  • Considerable knowledge of public procurement laws, ordinances, policies, and other requirements governing public purchasing.
  • Considerable knowledge of approved purchasing methods.
  • Considerable knowledge of supply sources and of market and price trends.
  • Considerable knowledge of accounting practices and procedures as they relate to governmental purchasing.

Knowledge, Skills & Abilities

  • Demonstrates a strong command of MS Word, Excel and Access.
  • Demonstrates a high degree of integrity and is trustworthy.
  • Ability to multi-task in a fast-paced environment and can adapt quickly to change.
  • Ability to analyze and evaluate bids, quotes, proposals and contracts.
  • Ability to successfully solve fundamental procurement problems.
  • Ability to obtain and interpret market prices and trends and apply these to procurement problems.
  • Ability to effectively communicate both orally and in written form.
  • Ability to maintain effective relationships with departments and members of the vendor community. Ability to effectively manage time to meet deadlines.
  • Ability to work well as a team member as well as independently.

Working Environment

  • Duties performed in a standard office setting (remote work not guaranteed).
  • Collaborative/teamwork.
  • May be required to attend meetings or perform work remote.
