SUPERVISION RECEIVED: Associate VP/Chief Information Officer
SUPERVISION EXERCISED: Network, Infrastructure Technical Support Staff and student workers.

General Statement of Duties: The Director Network Services is responsible for the configuration, management and maintenance of all campus network servers, as well as coordinating, implementing, organizing and managing the University's infrastructure and related services. This person will ensure networked server backups are performed, and oversee their overall performance operations. The Director will also act as a technical resource for University Network Services.

Responsibilities:

Strategic Direction:

  • (E) Develop and execute a comprehensive IT infrastructure strategy that supports the WSU's short-term and long-term goals.
  • (E) Lead a team of IT professionals responsible for network operations, systems administration, cloud services, and data center management.
  • (E) Evaluate and recommend infrastructure technologies and solutions to improve efficiency, performance, and security.
  • (E) Collaborate with cross-functional teams to identify business requirements and translate them into scalable and reliable infrastructure solutions.
  • (E) Establish, review and modify network standards for the University in response to recognized needs, observations and operation of the network, changes in network technology, and maintaining state-of-the art in networking.

IT Resilience:

  • (E) Monitor infrastructure performance and security posture, proactively identifying and addressing potential issues or vulnerabilities.
  • (E) Advanced hands-on experience working with major IT areas of expertise including network, servers, end points, cybersecurity, storage (MSSQL, Azure).
  • (E) Oversee change, configuration, and release management for the production environment and ensure changes are tested, communicated, and implemented with minimal business disruption.
  • (E) Continuously develop and manage IT security Infrastructure to mitigate security risks, including cybersecurity concerns, in conjunction with the ISO and/or our managed service partners.
  • (E) Monitor on-call activities, provide leadership during major outages, disruption of services, disaster recovery and business continuity incidents.

Manage the organization's network infrastructure:

  • (E) Provide functionality and features to users on the prevailing platform (i.e., Windows). Developing procedures for the installation and performance of Windows server operating system software.
  • (E) Developing procedures for and overseeing the installation of server backup solutions and updates.
  • (E) Oversees systems security device operations, including training (i.e., KnowB4), monitoring and, Managed security service operations (i.e., Arctic Wolf).
  • (E) Oversee the maintenance and operation of the University's network backbone, ensuring adherence to physical and logical standards, maximizing reliability and up-time, upgrading and replacing components as needed, and reporting on its operation.
  • (E) Oversee the maintenance and operation of all vertical and horizontal wiring and station cabling attached to the backbone, wiring centers, data communication and server hardware, and all intra-and inter-network communication hardware including, but not limited to modems, bridges, routers, upgrading and replacing components as needed, and reporting on their operation.
  • (E) Oversee all integrated voice and data communication system, including responsibility for overseeing the maintenance and operation of the University's telecommunication system
  • (E) Maintain network documentation including maps, infrastructure records, hardware and software component manuals and parameters, and inventory of all network components. And be able to provide as directed, reports on various aspects of network operation and utilization for internal and external stakeholders.
  • (E) Provide technical leadership for Windows servers, features, and roles, including DHCP, DNS, and Active Directory, configuration, and network performance.
  • (E) Oversees systems security device operations, including training (i.e., KnowB4), monitoring and, Managed security service operations (i.e., Arctic Wolf).

Innovation and Competitive Capabilities:

  • (E) Keeping abreast of network technology through professional groups, attending relevant seminars, conferences, and training sessions, and other means.
  • (E) Responsible for the recommendation, purchase, deployment, and maintenance of network technologies, including, but not limited to, hubs, switches, routers, wireless, and telecommunications cabling.
  • (E) Responsible for the recommendation, deployment, and maintenance of infrastructure support operating systems, including Microsoft server software, as well as appropriate layered software services, such as DNS, DHCP, IMAP, POP, SMTP, and LDAP.

Risk Assessment and Management:

  • (E) Run the network security scans for security protection and compliance. Recommend and implement approved remediation's based upon risk assessments and risk analysis to help the organization develop security standards and procedures.
  • (E) Perform Systems health check, capacity planning, and log analysis.

Develop and Implementing Security Polices:

  • (E) Assists the Chief Information Officer with establishing policies and procedures as they relate to university network and infrastructure services, and telecommunications network.
  • (E) Assists the Chief Information Officer with all fiscal matters relating to Network and Infrastructure Services, and Telecommunication networks, such as budget preparation, administration, and control.
  • (E) Demonstrates civility and professional customer-service oriented behavior, worthy of emulation by other staff and students.
  • (E) Responsible for contributing to the Worcester State University Strategic Plan.

Job Requirements:


Required Qualifications:

  • Experience in installing/managing multi-platform local and wide area networks in a business or academic setting with 500 on site network users.
  • Familiarity with university budgetary systems and procedures.

Preferred Qualifications:

  • Bachelor's degree in an appropriate area (computer science, telecommunications, or engineering).
  • Specific experience with fiber optic and twisted pair in Ethernet topologies required, others in addition.
  • Experience with TCP/IP required, others in addition.
  • Experience with SNMP and SMTP compatible software required, others in addition.
Additional Information:

This is a full-time, benefited, exempt, professional APA position. The firm annual salary range for this position is $125,000- $135,000, commensurate with relevant professional experience and education.
