Nature of Work
The Incumbent is responsible for management, daily operations and delivery systems of the statewide Breast and Cervical Cancer Screening Program (BCCS) and WISEWOMAN programs. The Incumbent will provide supervision of staff who provide professional, technical and clerical support to the programs. Provides administrative oversight and management of BCCSP and WISEWOMAN strategic planning, policy development, service delivery systems and daily operations. Develop, implement, and evaluate annual work plans. Prepare state level budgets, provider contracts, policies and procedures, forms, manuals, long-range plans, annual grant applications, technical reports, and program materials.
Incumbent monitors and evaluates the administrative, fiscal, and service components to assure compliance with federal and state regulations, progress of annual work plan and sound business, medical and educational practices. Process proficient interpretation of laws, rules, regulations, and policies. Recruit and interview candidates for positions. Complete performance evaluations and work with staff to establish performance standards and expectations. Incumbent recommends staff promotions, disciplinary actions, and other personnel procedures for assigned program staff. Provide technical assistance and consultation to local participating provider agency staff and boards to increase BCCSP and WISEWOMAN efficiency and effectiveness. Facilitates program development and ensures quality services. Participate in national, state, and local level work groups and advisory committees. Develop collaborative efforts with Mountains of Hope Cancer Coalition and Partners. Demonstrate willingness and ability to travel both in state and out of state, as needed. Position requires public speaking skills. Demonstrates independent judgment and decision-making abilities. Other duties, as assigned.
Minimum Qualifications
Training: Master's degree from an accredited college or university in the area of assignment.
Substitution: One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.
Experience: Three years of full-time or equivalent part-time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.
Substitution: Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.

Pay: $42,898.00 - $79,358.00 per year
