Position SummaryLead the gas procurement and pipeline transportation scheduling activities for the gas LDCs and Xcel Energy regulated generation assets. Ensure XE acquires adequate quantities of reliable gas supplies at competitive prices, while maximizing the value of the supply and transportation assets. Manage the buying of natural gas and natural gas related services/products. Lead the department's regulatory efforts to interact with and obtain authorization from state regulatory commissions to achieve XE's goals. Ensure gas for LDCs and electric generation is never interrupted for customers.
Essential Responsibilities
  • Manage natural gas trading activities for XE. Oversee the development and implementation of daily, annual, and long-range gas supply plans. Participate in active trading in the natural gas commodity market including the full use of financial instruments and physical supply agreements to satisfy $2B/yr. in gas supply requirements. Oversee the development of hedging strategies and negotiate financial transactions for short-term and long-term hedging of natural gas price exposure for retail gas and electric customers.
  • Manage scheduling of the gas purchased for each operating company. Ensure adequate gas supply is delivered to satisfy the hourly requirements of each operating entity in the most economical and reliable fashion.
  • Manage preparation of regulatory filings with state commissions, including fuel reconciliation proceedings, company rate cases, and new regulatory requirements. Produce testimony in Commission proceedings and provide written arguments to respond to opposing parties during regulatory litigation.
  • Lead development of company policy and execute strategic initiatives. Lead development of regulatory and company policy on gas procurement and recovery of related costs. Develop and implement new policy initiatives, such as the Company's low emission gas goals.
  • Develop and implement the gas supply, trading, and risk management strategies for each of the operating companies ensuring the optimization of all gas supply, transportation, and storage assets for XE.
  • Manage the human resource activities of the group. Recruit and develop adequately trained professionals to allow for continuous operation of XE's gas systems and generation assets. Provide direction, guidance, and encouragement to highly trained staff in a highly competitive marketplace.
  • Manage the accounting operations and contract administration functions ensuring invoice payment is made in a timely, accurate fashion in accordance with the terms of the transportation and gas purchase agreements. Ensure gas purchasing activities comply with regulatory requirements.
Minimum Requirements
  • Bachelor's degree or equivalent relevant experience, and minimum 8 years of directly related experience in gas or electric purchasing/marketing and contract negotiations.
  • Master's degree preferred.
  • Strong interpersonal, communication, and negotiation skills.
  • In depth knowledge of gas markets, interstate pipeline networks, FERC regulations, pipeline tariffs, transportation and storage contracts and state regulatory principles.
  • Thorough understanding of financial markets, risk management tools, and supply strategy development.

Non-Bargaining
The anticipated starting base pay for this position is: $122,000.00 to $199,900.00 per year
