The ERSEA Manger is directly responsible for the overall administration, supervision, coordination, and organization of the ERSEA and enrollment requirements for the Head Start, Earl Head Start and other preschool programs specifically including Eligibility, Recruitment, Selection, Enrollment, and Attendance of children. The ERSEA Manager will coordinate services with Management personnel to meet the goals of the agency.

Primary Responsibilities/ Tasks:

1. Manage system to track eligibility, recruitment, selection, enrollment, and attendance of children to comply with city, state and federal program regulations.

2. Monitors to Ensure all programs maintain full funded enrollment and they maintain a program waitlist.

3. Review and approve all enrollment applications to ensure compliance with enrollment and assuring that children of the greatest need are placed in vacancies. This includes: verify income and eligibility qualifications of children and families, and ensure applications are complete and data is accurately entered into the appropriate databases.

4. Monitors eligibility and enrollment forms for accuracy and collaborates with the Family Engagement and Compliance Specialist to ensure eligibility is completed in accordance to city, state and federal requirements and produce regular reports to management.

5. Monitors attendance reports and ensures all sites are in compliance with the 85% daily average attendance.

6. Provides attendance and enrollment reports on a monthly basis to the Family Engagement and Compliance Specialist.

7. Coordinate outreach and recruitment events to provide information and enrollment opportunities to potentially eligible families in the community. This includes researching, scheduling, and assigning Family Advocates to attend community events for recruitment purposes.

8. Requests and documents recruitment plans from site managers, and alerts supervisor when recruitment is needed to keep programs fully enrolled.

9. In Collaboration with the Family Engagement and Compliance Specialist, monitor all ERSEA component data progress, completeness and accuracy of files and data on a regular basis and follow up with Family advocates on missing documentation/ data entry.

10. In Collaboration with the Family Engagement and Compliance Specialist, train on all aspects of ERSEA annually. This includes training and monitoring for fraudulent applications and/or enrollment, training on how to complete income calculations and enrollment forms, attendance requirements and program procedures

11. Assist with compiling and submitting annual Program Information Report (PIR) data.

12. Other duties assigned.
