Job Summary
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK
Under general supervision, oversees, coordinates and monitors Human Resources (HR) programs, including classification, compensation, recruitment, training, employee relations, workers' compensation, FMLA, and ADA requests; assures and advises management and staff HR issues to properly address and resolve; reviews, revises and assist with the development of HR policy and procedures.
Example of Work
(Illustrative Only) Performs day to day operations and special projects assigned to HR Department; monitors and coordinates a range of HR program functions including recruitment and selection, classification and compensation, employee relations, workers' compensation, ADA request, equal opportunity compliance, and career training and development; assists and mediates employee relations issues; provides advice and consultation on dispute resolution, performance issues and the interpretation and correct application of policies and procedures; manages assigned projects; researches a variety of HR issues; collects, compiles, and analyzes data and information; proposes recommendations and prepares reports based on the findings and results; monitors and ensures compliance with state and Federal HR regulations, standards and legislation; updates and maintains a wide variety of records, files and computer databases; assists in the maintenance of confidential and personnel files; prepares correspondence, reports and technical documents; assists with operational studies, special projects, technical functions and may assist with payroll functions; provides guidance to managers on employee performance issues and assists with performance management plans; reviews performance appraisals and assures all performance appraisals are properly submitted; assists with disciplinary actions while exercising the highest degree of confidentiality and professionalism. Reviews documentation and assures compliance of disciplinary actions with court policies; assists in the investigation and possible disciplinary process on issues of harassment, discrimination, and performance while exercising the highest degree of confidentiality and professionalism; reviews investigation reports and disciplinary letters for accuracy and content; creates, updates and maintains employee personnel, medical, FMLA, and training files; gathers and compiles statistical information and reports; organizes and maintains personnel records requiring classification and compilation of varied and confidential information; coordinates injury reports and risk management issues; coordinates employee recruitment procedures; submits job openings for posting, and assists with screening, testing, interviews, selection, background checks, hiring procedures, orientation, and training; responds to requests for information, and attempts to resolve them by researching files and records within the scope of authority; processes personnel forms and additional paperwork; may conduct training and orientation for management and/or staff throughout the court departments based on identified needs; gathers and compiles statistical information and reports; organizes and maintains personnel records requiring classification and compilation of varied and confidential information; provides staff support to committees and staff meetings as required; coordinates and communicates with supervisors of employee injuries, submits reports and updates to Risk Management, submits annual work-related injury reports; performs ergometric inspections of employee work-stations; abides by the Code of Conduct for Judicial Employees; performs related duties as required or assigned.
Experience and Education
Bachelor's Degree in Human Resources, Business or Public Administration, or related field; AND three (3) years of professional Human Resources experience; OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. ADDITIONAL REQUIREMENTS; this classification requires the applicant to pass criminal background checks; a valid Arizona State Driver's License may be required; Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required. PHYSICAL DEMANDS AND WORKING ENVIRONMENT; work is performed in a standard office environment and Court facilities.
Hourly rate for this position has been revised effective 3/4/24.
Knowledge, Skills and Abilities
Knowledge of: County, state and Federal laws, statutes, regulations, and guidelines, including Wage and Hour, Fair Labor Standards Act, Family Medical Leave Act, and other government regulations related to human resources management compliance; Yuma County and Superior Court policies and procedures; Superior Court in Yuma County- Rules of the Judicial Merit System and the Code of Conduct for Judicial Employees; procedures, terminology and accepted or common practices and policies of Superior Court Human Resources; guidelines, regulations, and statutes affecting the department; principles and practices of public sector personnel administration, confidential records management, and effective customer service practices; standards and techniques for recruitment, classification, compensation, training, and benefits; legal, ethical, and professional rules of conduct for government employees; principles, practices, and methods of recruitment, classification, compensation, training, benefits, and strategic planning; principles of risk management, workplace safety, and organizational development.
Skills in: Interacting with people of different social, economic, and ethnic backgrounds; working under pressure in a dynamic work environment with changing demands and priorities; reading, interpreting, understanding, and applying employment standards and procedures, applicable Federal and state rules and regulations, and Court policies and procedures; using initiative and independent judgment within established procedural guidelines; analyzing problems, resolving disputes and grievances, and recommending effective solutions; conducting research, analyzing results, and writing reports on HR programs and procedures; developing and administering human resources plans, policies, and procedures; assessing and prioritizing multiple tasks, projects, and demands; maintaining and reviewing confidential human resource records, reports, and documentation; operating a personal computer utilizing standard and specialized software.
Ability to: Establish and maintain effective working relationships with judges, elected officials, staff, other agencies, and the general public; interpret applicable standards and make appropriate recommendations; work well with people of varied socio- economic background; follow written and oral instructions; communicate effectively both orally and in writing; maintain objectivity and freedom from bias and to exercise judgment and understanding in all human resources management situations and maintain confidentiality; address and resolve problems which may be confidential, controversial, or sensitive in nature; manage and perform multiple high priorities under stressful conditions to meet necessary deadlines.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 900 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.
Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,200 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.
Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) or HDHP-HSA with Wellness Incentive.
HDHP-HSA Wellness Incentive for Employee Only option can receives upto $240.00 annual contribution to a Limited Purpose FSA card.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
