Purpose Statement
The job of Migrant Advocate is done for the purpose/s of providing ongoing, supplemental academic support, resources and communication to migratory students and families, as well as other educational stakeholders.
 
This job reports to the Principal and Migrant Coordinator.Essential Functions
  • Administers tests for the purpose of evaluating students in a supplemental setting (before/after school and summer school).
  • Provide supplemental service codes to the Migrant Data Clerks, for the purpose of documenting services provided and complying with the state requirements.
  • Devise Individual Learning Plan for each migratory student to identify needs and provide appropriate services.
  • Coordinate family literacy resources, parent and family outreach, training activities, and local and statewide Parent Advisory Council ( PAC) meetings designed to assist parents and families to become active participants in the education of their children.
  • Make presentations to parents, school district, and community groups regarding the Migrant Education Program and available community resources for migratory students.
  • Assist coordinating supplemental instructional programs and support services, including the payment of costs associated with the provision of additional materials and supplies as well as transportation.
  • Advises parents and/or legal guardians of student progress for the purpose of communicating expectations; student's achievements; developing methods for improvement and/or reinforcing classroom goals in the home environment.
  • Assesses student progress towards objectives, expectations, and/or goals for the purpose of providing feedback to students, parents and administration.
  • Collaborates with internal and external personnel (e.g. nurses, counselors, community social service agencies, instructional staff, parents, etc.) for the purpose of improving the overall quality of student outcomes.
  • Counsels students and/or parents for the purpose of improving performance, health status, problem solving techniques and a variety of personal issues.
  • In a supplemental setting (before/after school and summer school) instructs students in the use of technology for the purpose of improving their success.
  • Maintains a variety of confidential and non-confidential manual and electronic lists and records (e.g. program participation, contact sheets, agency referrals, grades, attendance records, etc.) for the purpose of providing required information and/or documentation.
  • Manages student behavior for the purpose of providing a safe and optimal learning environment.
  • Participates in a variety of meetings, in-services, etc. (e.g. IEPs, conferences, 504s, interdisciplinary teams, professional development, etc.) for the purpose of conveying and/or gathering information required to perform functions.
  • Prepares a variety of written materials (e.g. grades, attendance, anecdotal records, lesson plans, reports, etc.) for the purpose of documenting student progress and meeting mandated requirements in a supplemental setting (before/after school and summer school).
  • Refers students and their families to outside agencies (e.g. state agencies, medical professionals, counselors, foundations, charities, etc.) for the purpose of ensuring the needs of students and families are met.
  • Reports health and safety issues to assigned administrator and appropriate agencies (e.g. fights, suspected child or substance abuse, inappropriate social behavior, etc.) for the purpose of maintaining students personal safety, a positive learning environment and complying with regulatory requirements and established guidelines.
  • Responds to emergency situations for the purpose of resolving immediate safety concerns and/or directing to appropriate personnel for resolution.
  • Responds to inquiries from a variety of sources (e.g. teachers, parents, administrators, etc.) for the purpose of resolving issues, providing information and/or direction.
  • Translates accurately and concisely oral and/or written communications from English to Spanish and Spanish to English for the purpose of providing translation and interpretation for school personnel, parents and students.
  • Adheres to a flexible work schedule that may require to conduct supplemental services for home visits, tutoring before and after school, during regular school hours, and summer school.
Other Functions
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit.
Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying assessment instruments; operating standard office equipment including using pertinent software applications; preparing and maintaining accurate records; and using curriculum and instructional techniques.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: appropriate codes, policies, regulations and/or laws; age appropriate activities; lesson plan requirements; stages of child development; behavioral management strategies; assessment instruments and techniques; classroom instructional media and technology; and knowledge of community resources.
ABILITY is required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize specific, job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining constructive relationships; adapting to changing work priorities; maintaining confidentiality; exhibiting tact and patience; working flexible hours; communicating with persons of diverse backgrounds in both Spanish and English.
Responsibility
Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; operating within a defined budget. utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to significantly impact the organization’s services.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some climbing and balancing, frequent stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 25% sitting, 75% walking, and 0% standing. The job is performed under some temperature extremes and in a generally hazard free environment.
Experience Job related experience is required.
Education Bachelors degree in job-related area.
