USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team ZemiTek, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
The Risk Management Officer (RIMO) will support the Risk Management Advisory Team (RMAT) in the Audit, Risk, and Performance Management (ARPM) Division of BHA’s Office of Humanitarian Business and Management Operations (HBMO). RIMOs play a central role in US Government disaster response, humanitarian assistance, development food assistance, and disaster risk reduction programs. The RIMO assists program teams in assessing and mitigating programmatic risk; liaises with auditors and supports audit responses; and supports efforts to ensure that BHA’s humanitarian response programs adhere to policy guidelines and USG regulations.
The RIMO reports to the RMAT Lead or designee, with formal supervisory and evaluation functions performed by a Team ZemiTek contract supervisor.
Work Schedule: Full-time, Hybrid (3 days in office)

Starting Salary Range: Full salary range for this position is: $86,000.00 - $104,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.Clearance Required: Able to obtain a secret level clearance (US citizenship required)
Working under the guidance and technical supervision of a Risk Management Advisor (RIMA), the RIMO will perform the following:
Internal Systems:
● Monitor and track internal controls, risk assessment, risk management, and compliance issues, and maintain awareness of USAID and USG policy or regulatory changes.
● Support program teams in developing, strengthening, and implementing risk profiles to highlight major risks to BHA programs so leadership has visibility of, and can make appropriate risk related decisions.
● Support program teams with BHA’s risk analysis process (as needed), such as drafting internal memos to ensure compliance with USAID and USG requirements.
● Assist in the development and maintenance of tracking and record-keeping systems on audit, risk, and compliance issues, including trend analyses of program irregularities.
● Provide regular updates, resources, and information to BHA staff on BHA’s risk management requirements to foster awareness and visibility.
● Maintain working knowledge of and familiarity with USG regulations and USAID policies relevant to misuse, divergence, or fraud as applicable to BHA-funded programs.
● Provide support for BHA’s internal controls assessments and management processes and efforts to assess and manage risk through USAID’s Enterprise Risk Management (ERM) process.
● Support internal systems to identify and prevent USG resources from reaching sanctioned groups or foreign terrorist organizations.
● Maintain a strong understanding of USAID and USG policies and regulations in the areas of risk management and internal control.
Portfolio Management:
● Maintain familiarity with risk management business processes and implement agreed-upon compliance monitoring and evaluation procedures for portfolio management and responding to issues of fraud, waste, and abuse regarding misuse, diversions, fraud, investigations, and audits related to BHA awards.
● Provide support for responding to audits or investigations and maintain standardized office files for assigned portfolios.
● Provide support for responding to audits or investigations on behalf of the assigned portfolio.
● Review applications for BHA funding and support identification of instances in which risk assessment, risk management, and compliance issues may require further clarification from applicants.
● Implement agreed-upon compliance monitoring and evaluation procedures for portfolio management.
● Support staff in reviewing and monitoring partner compliance with USG laws and regulations and BHA policies, including, but not limited to, accounting, procurement, and employment standards, as well as overall financial and administrative management of BHA funds.
Agency and USG Liaison and Representation:
● Support senior risk management staff and/or ARPM Division on queries and data calls related to acquisition and assistance policy and guidance from humanitarian community partners, the Office of Acquisition and Assistance, General Counsel, the Office of Inspector General, senior USAID staff, Members of Congress, or others to ensure a timely and appropriate response.
● Present on behalf of the Risk Management Advisory Team during outreach efforts, such as brown bags and meetings, that provide information flow on BHA’s internal controls, risk assessment, and risk management business processes.
● Draft for senior risk management and/or BHA senior leadership review written and oral responses to requests for information on BHA’s activities, including briefing papers, memorandum talking points, formal presentations, and informal briefings.
● Participate and/or present in intra-office and bureau meetings as requested as representative of the Risk Management Advisory Team. Participate in subject matter meetings as requested by BHA staff and management.
● Bachelors degree and two (2 ) Years, Masters degree and zero (0 ) years, or High school diploma and six (6 ) years of relevant experience
● Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.
Other Qualifications and Requirements:
● Preferred: Bachelors degree and Five years (5 ) of relevant experience in international humanitarian or development assistance, program management or program administration, legal, internal audit, internal controls, or risk management preferred.
● Possess excellent judgment and reliability;
● Have strong organizational skills and exceptional attention to detail;
● Possess excellent oral and written communication skills;
● Have strong working knowledge of Microsoft Office and Google Suite;
● Be able to multi-task and work under deadlines in a fast-paced and collaborative environment;
● Be capable of prioritizing tasks and follow up on actions without prompting;
● Be flexible and adaptable to changing circumstances; and
● Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.
● Working Conditions and Physical Requirements:
o In-person work requirement with the ability to telework;
o Lifting in excess of 25 lbs, standing for long periods of time, transporting equipment, etc. may be required depending on role.
