ZemiTek is Hiring a Senior Procurement and Contract Specialist (USAID/LEAP) Near Washington, DC

Position Description

Global Solutions Venture (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis is implementing the Long-term Exceptional Technical Assistance Project (LEAP), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries.

LEAP seeks to create self-reliant and efficiently managed national infectious disease programs in low- and middle-income USAID-supported countries. This will be achieved by deploying technical advisors and subject matter experts within the national programs. Embedding these experts has been a proven model that has consistently led to the development of national leadership, evidence-based policies, best practices, improved essential systems, effective program implementation, and enhanced coordination with stakeholders, ultimately resulting in self-reliance and sustainability.

ZemiTek is currently seeking a Senior Procurement and Contract Specialist (SPCS) to support the Director of Procurement and Finance (DPF) in effective and compliant project implementation and administration. They will be responsible for ensuring contract compliance, procurement management, and quality assurance in project implementation and technical deliverables.

They are responsible for procurement of services, materials, components, and supplies for the company and its partner in a Joint Venture in accordance with Procurement procedures, contract requirements, and federal acquisition regulations. They will liaise with internal and external stakeholders, work independently to meet deadlines, and achieve project goals. The incumbent will work with other technical specialists and administrative staff to support the LEAP project.

Salary Range: Starting at $98,000

Responsibilities

• Determines most cost-effective method of procuring services either directly, through subcontracting, or utilizing Employers of Record (EORs). • Establishes source of services and supplies, negotiates price and other necessary commitments based upon authorized requisition, and complies with company policies, labor, taxation, and federal requirements and regulations. Ensures focus on Diversity, Equity, Inclusion, and Accessibility (DEIA) principles.• Develops Memoranda of Understanding with any host country Points of Contact (POCs) and similar agreements with other parties.• Provides guidance and information to requester that includes communication of procurement actions or status and assist with special or complex requirements.• Adheres to Procurement procedures to assure follow-up and administration of purchase order and subcontract files. Coordinates requisition requirements with requester.• Assists in the preparation of Procurement centered reports.• Contacts suppliers, secures bids, and executes purchase orders in accordance with company procedures.• Reviews purchase requisitions and executes purchase orders with approved suppliers.• Negotiate price, terms, and delivery with approved prospective suppliers.• Maintains procurement records in accordance with procedures.• Collaborates with company team and joint venture partner to analyze risk and develops mitigation strategies.• Manages supplier relationship and tracks quality and on-time delivery.• Provides pricing in support of business development or proposal efforts as required.• May require site visits in support of establishment of new or existing suppliers.• Interfaces with leadership to provide status, input, and communicates with other departments.• Responsible for compliance of procurement procedures in maintaining an approved Purchasing system.• Performs other duties as assigned.• Excellent oral and written communication skills.• Strong interpersonal skills with the ability to negotiate with suppliers.• Ability to organize and prioritize multiple work assignments, works with little supervision and well under pressure.• Knowledge of Federal Acquisition Regulations (FAR) preferred.• Demonstrated proficiency with Microsoft applications (ex: Word, Excel, etc.).

Qualifications

BA/BS completion and at least ten (10 ) years of experience, or Masters degree completion and at least eight (8 ) years of experience.• Ten (10) years of experience in a buyer or procurement role, preferably in a government environment.• Certification(s) in Procurement desirable.• Knowledge of USG procurement, acquisition and assistance regulations.• Strong applied knowledge of the MS Office Suite (Word, Outlook, Excel, and PowerPoint) and Google applications, as well as email and internet applications are required.• Must be able to excel in a dynamic, fast-paced work environment and be able to effectively shift priorities and multi-task.
