Position Description

On behalf of the American people, the U.S. Agency for International Development (USAID) promotes and demonstrates democratic values abroad, and advances a free, peaceful, prosperous world. In support of America's foreign policy, the U.S. Agency for International Development leads the U.S. Government's international development and disaster assistance through partnerships and investments that save lives, reduce poverty, strengthen democratic governance, and help people emerge from humanitarian crises and progress beyond assistance.

The Office of the Executive Secretariat (ES) functions as the Office of the Administrator's (A/AID) coordination and communications mechanism. It is also the authoritative channel for official communications within USAID and between USAID and the interagency community, including information and recommendations from USAID to the White House, the National Security Council, the Department of State, and other government departments and agencies. The ES management team is comprised of the Executive Secretary and two Deputy Executive Secretaries who manage the Operations Team and Liaison Team.

The Program Analyst is assigned to the ES Liaison Team and performs all tasks related to the Fallen Colleague response program. The Program Analyst will serve as the primary liaison between the Office of the Executive Secretariat, Office of the Administrator, affected Bureau/Mission, and all support offices including HCTM, M, GC, LPA, CFO, SEC, and interagency partners such as Diplomatic Security and other government agencies.

Location: Washington, DC

Work Schedule: Full-time in-office

Starting Salary: $112,015 - 

Clearance: Ability to obtain a Secret-level clearance (US citizenship required)

Responsibilities

● Serves as the primary liaison between Office of the Executive Secretariat and the Office of the Administrator, interagency and intra-agency related to a Fallen Colleague response;● Serve as the Fallen Colleague Coordinator for the Agency, and reports directly to the Deputy Executive Secretary for Liaison;● Serves a Primary Point of Contact for USAID Command Center to receive notifications of Fallen Colleagues, and notifies Office of Administrator leadership of relevant information regarding decedent;● Hosts initial and ongoing stakeholder meetings with Fallen Colleague response team, to include coordination with HCTM, M, ES, GC, LPA, ES, and the respective Bureau and Mission representatives;● Liaises with Mission Staff to ensure memorial events, repatriation, and contact with the Fallen Colleagues family are completed in a timely manner and with exceptional customer service;● Coordinates with LPA, HCTM, GC, and respective Bureau and Mission to schedule and execute a Fallen Colleague Memorial service and wall dedication (if applicable);● Coordinates tasking appropriate condolence messaging to the agency and Fallen Colleague family;● Provides timely and relevant communications with internal and external stakeholders, support staff, and family of the decedent (if required);● Coordinates flow of information to/from the Office of the Administrator by assisting and tasking key requirements for Fallen Colleague notifications;● Updates and maintains ADS 108 as appropriate if changes are needed;● Serve as a technical expert and provide guidance and advice to Executive Officers (EXOs) and other key individuals who may have to respond to a Fallen Colleague situation either domestically or overseas;● Provide training to EXOs as part of the Foreign Service training curriculum and provide as-needed training to Bureau and Mission staff;● Task condolence letters to affected B/IOs and ensure tasking is complete within three days;● Provide updates to Senior leadership on outstanding logistical updates, ceremonies, and contact with the bereaved family;● Coordinate with Staff Care to provide after incident counseling and feedback sessions with affected B/IOs and Missions;● Perform other duties related to Fallen Colleague tasks as assigned by the supervisor.

Qualifications

High School diploma and fourteen (14) years relevant expereince, or a Bachelor’s Degree required and eight (8) years of relevant experience, or a Masters degree and six (6) years relevant experience. 

● Proficiency in the use of Google Applications and Microsoft Office Suite (Word, Excel, PowerPoint);● Ability to work in a demanding environment with competing and shifting priorities;● Ability to efficiently multitask and prioritize workload accordingly;● Ability to establish and maintain effective working relationships and interact with people at all management and support levels;● Excellent written and verbal skills in English;● Ability to obtain a secret level security clearance (US citizenship required)
