Job Details: Job Summary: Remote Opportunity! Responsible for providing professional and effective management of capture, bid, and proposals processes. Working collaboratively with Business Development and Operational managers to secure new business and supporting organic growth of contracts with existing customers. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority. Essential Job Duties and Responsibilities: Manages of multi-disciplinary teams in the timely development and submission of multiple, concurrent, contract- winning bids and proposals, within the Cubic governance framework. Engages with Business Development to develop and adopt a successful bid strategy for each bid/proposal. Provide sound financial, commercial and technical guidance to the Business Development and Operations teams during the tender phase. Provision of support to the Operations team during handover following contract award. Bid and Proposals activities Deliver bids and proposals across a range of procurement routes, including tender, request for qualifications, request for proposals, requests for information, and other phases in the capture process End-to-end ownership of the production of high quality, competitive bids and proposals from interest stage to full tender submission for a wide range of opportunities ranging from $5M to $250M. Lead the collaboration of the Bids and Proposals, Technical Solutions, Program Management, and Business Development teams to identify and assess technology partners and long term strategic partnership. Lead the Bids and Proposals, Business Development, Technical Solutions, and Operations teams in generating ideas and solutions to deliver winning tenders. Assist in identifying resources for bid preparation, negotiation and future project delivery, provide and update governance materials including budget, review slide decks, generate standard solution collateral, demonstration environments, etc. Ensure that bids and proposals are planned, delivered and submitted in a timely and professional manner. Manage the approved bid budget for each tender Support the identification and management of risk at both the tender phase and during handover to Operations Defines and gathers all the requisite inputs from the required functional departments to support the generation of the bid. Reviews and scrutinizes those inputs to assure they are well-founded and accurately reflect the scope of work to be performed. Lead the tender through internal governance, liaising with company executives to provide confidence in the solutions offered. Maintain accurate and comprehensive internal bid documentation Liaise with Business Development, Program Management, Technical Solutions, and Operations teams to ensure that customer requirements are understood by engineering team. Post Tender activities Ensure comprehensive handover of the project from the bid to Operations assuring that delivery team personnel understand the requirements of the specific contract that they are charged to deliver. To perform lessons learned reviews on submitted tenders and to develop on existing processes as part of a wider continuing improvement process. Assist Project and Program Managers in mobilization of the project. Comply with internal governance during handover to Operations. General Support Consider ways in which the Business Development and tendering processes may be strengthened to deliver higher pWin and re-bid percentages. Completes all activities in accordance with the Cubic’s approved processes Comply with Cubic Quality Management System Comply with security in accordance with established policies and procedures of the organizations Minimum Job Requirements: Bachelor’s degree in Engineering, Business Administration, English, Economics or related field 8 years of effective bid management and administration experience. Must have demonstrable knowledge of commercial, finance and market related requirements for tenders. Proven track record of management of multi-disciplinary teams including senior personnel. Strong project management skills Ideal candidate will possess the following qualities: a self-motivated; focused individual with excellent inter-personal and presentation skills. Must be able to demonstrate strong negotiation skills and the ability to be persuasive. Must be dynamic and able to react quickly to a changing landscape. Commercially astute with sound judgment and a penchant for detail. Resilient with the ability to manage multiple initiatives simultaneously and capable of working effectively under pressure. Ability to travel up to 20% of the time, with potential assignments in other cities in support of bid and proposal efforts. Association of Bid and Proposal Management Professionals (APMP) certification (Practitioner Level) desired. Experience of business development using Shipley capture and proposal development processes preferred. A thorough understanding of public procurement processes desired.
