Division Description:
Executes the AMIC Director’s strategic initiatives, strategic planning, data analytics, continuous process improvement, AMIC mission and ACC senior leader immersion briefs, multi-media design and production, process/workflow automation, and provides ACC SMT policy, system administration, training and analytical tool development. DRS also serves as the ACC Services Acquisition Portfolio Manager, providing oversight and advocacy for ACC/CD by developing MAJCOM acquisition governance and policy, monitoring the >$28B Services Acquisition Portfolio and coordinating the efforts of HQ ACC Directorate and NAF/Center portfolio managers.
Description of Position:
This position is in the PKCC Branch, within the PKC Division. As a Lead Contracting Officer you will be assigned a portfolio of contracts, along with Contract Manager/s to support the work. This portfolio supports the HQ Air Combat Command (ACC) Intelligence Directorate (A2). As a Lead Contracting Officer, you will oversee contracts that provide subject matter expertise and threat mitigation support for ACC intelligence, surveillance and reconnaissance (ISR) operations, including analysis and assessment support, training support, and intelligence support functions. These contracts support ACC's ISR operations at steady state and contingency locations worldwide. The successful candidate will play a critical role in ensuring the effective execution of these contracts, which are essential to ACC's ability to provide timely and accurate intelligence support to its forces and partners.
Position Responsibilities:
· Plans and carries out assignments independently, conceiving and defining solutions to complex problems.
· Analyzes, interprets, and reports findings of projects, and guides technical and programmatic work of junior team members.
· Serves as a business advisor, providing advice and guidance on all business aspects of the acquisition process.
· Reviews requisition packages for adequacy and compliance with regulatory requirements.
· Develops solicitations and contracts, ensuring consistency with key supporting documents and inclusion of appropriate clauses and terms.
· Plans, develops, and establishes the acquisition strategy for the overall program, and functions as the lead negotiator
· Performs post-award functions for complex, high-value acquisitions, including contract modifications, claims, and terminations.
· Negotiates and prepares contract modifications and recommends or issues cure or show cause notices as delegated.
· Represents the organization with various installation and functional area organizations, providing customer guidance and training.
· Reports to management on issues, milestones and other relevant matters pertaining to contracts managed.
Desired Skills/Expertise:
· Contracting Officer positions shall have an unlimited Air Force warrant or the ability to obtain one within 12 months of assuming the position. Failure to achieve an unlimited Air Force warrant will be grounds for reassignment or dismissal.
· Acquisition Professional Development Program (APDP), Contracting Certification – Professional (or equivalent)
