Job Summary:
The Human Resources Manager (HRM) plays a crucial role in shaping the HR function within the Company. The HRM leads and manages the HR department in Balad, Iraq, collaborating closely with project leadership to develop and implement operational HR initiatives that align with the Company's commitment to excellence. This position offers an exciting opportunity to influence the Company's culture, performance, and overall success, which includes managing recruitment and staffing, developing, and implementing HR strategies and initiatives, ensuring compliance with employment laws and regulations, and fostering a positive organizational culture. The HRM responsibilities also include leveraging business knowledge and HR expertise in a fast-paced, remote, and austere setting, providing a wide range of HR-related support, advice, strategies, and planning that contribute significantly to the success of the Company. The HRM will actively support and uphold the Company's stated vision, mission, and values.
Duties and Responsibilities:
Human Resources support includes leading recruitment and onboarding, assisting employee relations, developing policies and procedures, managing travel arrangements, maintaining the Human Resources Information System (HRIS), and overseeing performance management, Human Resources Information System (HRIS), and performance management.
Establishes the objectives and goals for the human resources team.
Monitors the team's performance and its strategy for achieving HR objectives.
Develops, researches, and implements HR policies and organizational strategies to improve the work environment for employees.
Manages the HR department, including Cultural Affairs, Travel, Staffing and Onboarding, and Customer Service. Provides daily performance management guidance to the HR team, such as coaching, counseling, career development, and disciplinary actions.
Ability to collaborate with cross-functional teams to achieve the objectives of the program, HR department, and organization.
Maintains in-depth knowledge of legal requirements related to day-to-day management, reducing legal risks, and ensuring regulatory compliance.
Consults with program management, providing guidance on all aspects of HR that impact the project’s operations.
Collaborates with HR leadership to analyze trends and metrics, develops solutions, training initiatives, and policies to achieve HR key performance indicators (KPI).
Assists in resolving employee relations issues by providing HR guidance to managers and reviewing employee discipline and corrective actions.
Provides HR policy guidance and interpretation.
Acts as site point of escalation contact for policy/procedure, and personnel related questions.
Revise HR policies annually to ensure compliance with all legal requirements.
Conducts regular audits to maintain the integrity of personnel data.
Manages recruiting HRIS (Workday) processes and ensures adherence to proper transaction procedures.
Participates in evaluation and monitoring of department procedures programs to ensure success.
Supports succession planning of HR team to include identify and align training programs, ensure team has appropriate resources, standard operating procedures, and agility to operate.
Identifies gaps in HR process gaps and develops policies and procedures to address the deficiencies.
Other duties as assigned by management.
Qualifications:
Must be a US citizen and possess a valid US tourist passport.
Ten (10) to fifteen (15) years HR experience, including previous experience in management or supervisory capacity.
MBA/MSHRM preferred; BS/BA required. (In certain situations, relevant experience may be accepted in lieu of education).
In-depth knowledge of HR policies and procedures, U.S. employment and labor laws, Iraqi labor law, HRIS systems, and applicant tracking systems.
Exceptional organization and time management skills.
Advanced ability to manage multiple tasks and details in a dynamic, demanding environment.
Extremely flexible, with the ability to work through stressful situations in a professional manner.
Excellent verbal and written communication, consultation, and people skills.
Strong analytical and problem-solving skills.
Experience with conflict resolution, coaching, and mentoring.
Minimum of one (1) year of international experience.
Proficient with MS Office Suite.
Must possess a valid state driver’s license.
Preferred Qualifications:
SHRM-or HRCI certifications
Workday experience
Physical Requirements and Work Conditions:
Work involves sitting and standing for prolonged periods of time.
May require bending, stooping, and lifting up to 15 lbs.
Good eye and hand coordination is required.
Constant use of sight, speech, hearing, frequent keying and use of computer and common office equipment required.
The work location is in an extremely hot, austere, and potentially hostile environment.
