ROAD AND BRIDGE PROGRAM MANAGER

3,847.73 to $4,232.50 biweekly. Actual salary negotiable based on experience and qualifications.
CHARACTERISTICS OF THE CLASS :
Under general direction, performs skilled administrative work, planning, implementing, and directing complex projects and services provided by the County’s Road & Bridge Program, which includes the Maintenance, Construction, Landscape, and Heavy Equipment Fleet divisions. Supervision is given to professional, technical, and clerical staff.

Plans, organizes, directs, and coordinates the operational activities of supervisory personnel for each division of the Road & Bridge Program
Responsible for monitoring Program progress towards completing projects and achieving goals, resolving issues, and when necessary, initiating corrective action to ensure projects and goals are accomplished. Develops contract specifications and monitors vendors and contractors to ensure compliance with the approved contract specifications and requirements.
Prepares, administers, and monitors the overall Program budget, including forecasting of funds necessary for staffing, equipment, other resources, and facility upgrades; monitoring revenues and expenditures; authorizing expenditures and performing cost-control activities; and ensuring all Program activities are performed within established budgetary procedures and are in compliance with current policies and procedures .
Conducts research and uses data collected, studies, and other methods to prepare technical reports and to develop recommendations for Program improvements, revisions to policies and procedures, and new methods to improve delivery of services.
Assists the Public Works Department Director and other senior staff members in developing and conducting presentations, as requested.
Provides support to the Board of County Commissioners, County leadership, and other public officials on Road & Bridge Program-related matters.
Attends and participates in a wide-variety of management, executive, and administrative meetings in order to receive and disseminate information.
Attends public meetings and coordinates community outreach and social media efforts on issues relating to Road & Bridge Program projects and activities.
Collaborates with Public Works engineering staff, contracted consultants, representatives from outside governmental agencies, and members of the general public on Road & Bridge Capital Improvement Projects (CIPs).
Develops and monitors key performance measures in each of the Road & Bridge Program divisions in order to improve processes, efficiency, and effectiveness and to meet departmental and County goals and objectives.
Responsible for formulating long-range projects and programs that will assist in improving and managing the maintenance of transportation infrastructure and for establishing priorities and associated budgets to implement these projects.
Researches, investigates. and responds to citizen inquiries and concerns.
Responsible for providing oversight and participating in employee-related issues and activities, including hiring of new employees, employee development and training, employee recognition, disciplinary actions and grievances, performance evaluations, and employee concerns and ensuring that all personnel-related activities are conducted in according with current established County policies and procedures and collective bargaining agreements.
Works with the Public Works Safety & Environmental Coordinator to develop safety programs and policies, including safe work practices and emergency management protocols and ensures that these rules, policies, and procedures are implemented and enforced consistently within the Program.
Conducts periodic and special inspections of road maintenance and construction projects.
Schedules and conducts regular staff meetings in order to plan and coordinate the activities of each division within the Program and to discuss issues, set goals and objectives, interpret policy and procedures when necessary, and plan future operations and projects.
Provides oversight and direction for disaster and / or other emergency response and recovery situations; facilitates training and exercise support for all Program emergency response staff; develops and implements disaster-related improvement plans; and assists the Office of Emergency Management during emergency or disaster situations in establishing and operating a command post in order to coordinate the use of County equipment and personnel as necessary.
Performs related work as required.
REQUIREMENTS : EDUCATION AND EXPERIENCE :
Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering, Business Administration, Construction Management, or a closely related field PLUS nine (9) years of progressively responsible experience in the maintenance and construction of transportation infrastructure, including roads, drainage, and bridges, and which includes five (5) years in a responsible supervisory and / or managerial role.
Additional qualifying education and / or experience which provides the necessary knowledge, skills, and abilities may be substituted one for the other on a year for year basis.
A Master’s degree in Public Administration, Organizational Management, or Organizational Leadership is preferred. Local government experience is preferred.
OTHER REQUIREMENTS :
Must possess, or obtain prior to employment, a valid Florida Driver’s license and maintain said license during the term of employment.
Must possess, or obtain within nine (9) months of employment, a current Florida Department of Transportation (FDOT) Intermediate Maintenance of Traffic (MOT) / Temporary Traffic Control (TTC) certification and maintain said certification during the term of employment.
Must possess, or successfully complete within twelve (12) months of employment, Federal Emergency Management Agency (FEMA) National Incident Management Systems (NIMS) ICS-100, ICS-200, G300, G-499, ICS-700, and ICS-800 certification training.
Must be able to respond to twenty-four (24) hour calls and be able to work irregular hours and respond to emergency situations at night and on weekends and holidays, as necessary.
In the event of a hurricane, major storm, natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Thorough knowledge of the principles and practices in the field of public transportation infrastructure, including roadway, drainage, bridge, and sidewalk maintenance, construction, and landscape operations.
Thorough knowledge of the principles and practices of engineering and construction as they apply to maintenance and construction of transportation infrastructure.
Thorough knowledge of the principles and practices of management and organizational leadership, , including budget preparation and monitoring and personnel management.
Thorough knowledge in the use of personal computers, including Geographic Information System (GIS) software, AutoCAD, Lidar Remote Sensing software, and Microsoft Outlook, Word, Excel, PowerPoint, or other similar software.
Good knowledge of the applicable local, state, and federal ordinances, laws, rules, and regulations pertaining to public works and road and bridge maintenance and construction.
Good knowledge of the occupational hazards associated with roadway construction and maintenance and the safety principles and practices necessary to avoid them.
Ability to plan, formulate, implement and explain policies and standard operating procedures (SOPs).
Ability to plan, analyze, and implement Road & Bridge projects and programs.

WORK ENVIRONMENT :
Work is primarily performed indoors in an office environment, but may require work outdoors visiting work sites and construction sites and may involve exposure to uneven terrain, dust, dirt, noise, insects, working in and around moving traffic and machinery, and extreme weather conditions.
