The Planning Analyst is responsible for developing, analyzing, and evaluating information/data to create and maintain organizational intelligence that supports the strategic objectives, mission, and strategies of the Ada County Sheriff’s Office.  A Planning Analyst establishes and maintains a consultative partnership with technical teams and the Sheriff’s Bureau leadership to develop needed data infrastructure for respective intelligence solutions.  In addition, contributes to and supports data and analytic governance, process documentation, data and analytic asset inventories, and knowledge base documentation for the Data and Analytics team. The incumbent must use independent judgment during project completion and must take the initiative to complete assigned tasks.  This position is located in the Ada County Sheriff's Office, Center for Data Analytics and Intelligence (DAI) Unit.

Analyst I: Junior Planning Analyst

The following functions will be performed under the Supervision of a Planning Analyst 

  • Conducts research regarding Sheriff’s Office activities relevant to department operations;
  • Interprets and implements Sheriff’s Office policies and procedures;
  • Uses established techniques and queries to collect and analyze data and write and maintain reports;
  • Assists the DAI Manager in preparing for presentations by creating graphs, printouts, tables, charts, reports, and other infographics; and
  • Performs related duties as required.

Analyst II: Planning Analyst

In addition to the functions of a Jr. Planning Analyst: 

  • Collaborates with management to determine data requirements and reporting needs;
  • Provide advice and recommendations to management based on analysis and reports;
  • Consults with users or decision makers to understand entry methods, identify data sources, and required data elements;
  • Work with managers to facilitate audits;
  • Builds and establishes techniques and queries to collect and analyze data to meet the reporting needs of various users; and
  • Evaluates reliability of source data, adjusts, and weighs raw data.

Analyst III: Senior Planning Analyst

In addition to the functions of a Planning Analyst: 

  • Applies statistical methodology to provide trend information for use in determining efficiency in manpower deployment, planning, equipment use, and any other applications the Sheriff’s Office administration finds appropriate;
  • Coordinate with a variety of stakeholders to assist/lead in project planning, implementation, and evaluation;
  • Provide feedback on quality improvement and other KPIs shown to enhance productivity and customer satisfaction;  
  • Develop and use established methods and measurements to define, measure, analyze, and evaluate productivity and process improvement;  
  • Assess, revise, and re-frame strategies to ensure alignment with changing/new leadership priorities; 
  • Prepares conclusions and forecasts for management consideration; 
  • Assists management in planning short-term and long-term goals;
  • Conducts research and studies current literature and keeps the department informed of new concepts, theories, and programs applicable to tracking law enforcement data; 
  • Ability to communicate findings clearly and succinctly to a wide variety of stakeholders including line level employees, command leadership, executive leadership and community members; and
  • Takes a leading role in new software development and implementation.

Analyst I: Junior Planning Analyst

  • Bachelor’s Degree in Police Science, Criminal Justice, Sociology, or a related research field with coursework in computer sciences, statistics, and sociology;
  • Skill in the operation of standard personal computers and Microsoft Office;
  • Strong attention to detail and willingness to validate/clean large data sets;
  • Ability to think critically and assimilate new information quickly;
  • Ability to communicate effectively verbally and in writing;
  • Ability to create accurate and meaningful reports and presentations for a variety of audiences;
  • Ability to work both independently and as a member of a team to accomplish goals;
  • Ability to work in a fast paced, deadline driven environment;
  • Ability to manage multiple projects simultaneously while maintaining quality and meeting customer expectations; and
  • Willingness to share knowledge and information with colleagues.

 Preferred Qualifications

  • Experience in a law enforcement agency;
  • SQL knowledge and understanding of database structure; and
  • Knowledge of the Tableau data visualization system.

Analyst II: Planning Analyst

In addition to the requirements of a Jr. Planning Analyst:

  • Bachelor’s Degree and three years of experience in related field or Master’s Degree and 1 year of experience;
  • Knowledge of statistical techniques, research, analytical methods, and clearly communicating data trends;
  • Knowledge of techniques and methods of surveying, sampling, compiling data, and analyzing findings to establish and track predictability and probabilities;
  • Working knowledge of Excel, SQL querying and database structure, and Tableau or other data visualization programs;
  • Ability to develop and maintain reports using SSRS; and
  • Willingness to coach/mentor and share knowledge and information with colleagues.

 Preferred Qualifications

  • Working knowledge of statistical software programs such as R, SAS, and/or SPSS; and
  • Working knowledge of Access. 

Analyst III: Senior Planning Analyst

In addition to the requirements of a Planning Analyst:

  • Bachelor’s Degree and five years of experience in related field or Master’s Degree and three year of experience;
  • Advance knowledge of Excel, SQL querying and database structure, and Tableau or other data visualization programs; and
  • Willingness to coach/mentor and share knowledge and information with colleagues. 

 Preferred Qualifications

  • Advanced knowledge of statistical software programs such as R, SAS, and/or SPSS preferred; and
  • Advanced knowledge of Access preferred. 

Other Requirements

  • Required to pass a criminal background check and polygraph; and
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • Requires sitting at a desk for long periods of time, up to 8 hours and ability to lift up to 20 lbs.; and
  • Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office environment and accomplish tasks.
