The Payroll & HR Administrator serves as the primary point of contact for employees and managers regarding payroll and human resources matters, ensuring compliance with federal, state, and local regulations.
Payroll Key Responsibilities:
Payroll Administration:
- Process bi-weekly, multi-state payroll with accuracy and efficiency.
- Administer union and non-union payroll including prevailing wage and fringe benefits.
- Maintain and update certified payroll job details in ADP and generate required reports.
- Ensure timely and accurate certified payroll reporting to required agencies.
- Collaborate with project managers, sales, and third-party consultants to ensure correct prevailing wage rates and benefit allocations.
- Manage payroll-related general ledger reporting and reconciliations.
- Monitor and resolve agency tax notices, payroll tax compliance, and reporting requirements.
- Oversee quarterly and year-end payroll reporting, tax filings, and compliance.
- Maintain and update Payroll Standard Operating Procedures (SOPs).
- Oversee full-cycle recruitment and onboarding including job postings, resume screening, offer letters, background checks, and new hire orientations.
- Administer employee benefits, enrollments, and reconciliations.
- Handle unemployment claims, workers’ compensation, COBRA, I-9 compliance, and employment verifications.
- Maintain compliance with EEO, FLSA, FMLA, ADA, and other employment regulations.
- Assist managers with performance management, disciplinary actions, and HR policies.
- Respond to employee inquiries regarding payroll, benefits, policies, and HR matters.
- Support the Director of People & Culture on various HR initiatives.
- Bachelor’s degree in Human Resources, Business, or a related field preferred.
- Minimum 3 years of payroll processing experience required.
- Minimum of 2 years of Human Resources experience is required
- Certified Payroll experience is required.
- Experience with ADP Workforce Now (WFN) highly preferred.
- Union and non-union payroll processing experience preferred.
- Multi-state payroll processing experience required.
- Experience handling union fringe benefits and prevailing wage payroll.
- Strong knowledge of payroll tax compliance, labor laws, and HR best practices.
- Excellent organizational skills with the ability to work under pressure and meet deadlines.
- Strong ethical standards for handling confidential information.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
- Construction industry payroll experience preferred.
- Office environment with extended computer use.
- Occasional standing and walking required.
- Regular communication with employees and management.
