Position Summary:
Are you passionate about delivering critical technology solutions to federal agencies and supporting their mission? Are you self-organizing, motivated, and client-focused? We are seeking a Program Manager responsible for all project management activities supporting a prominent project. The scope includes software analysis, design, enhancement, and development support for website support services (WSS). This will consist of installing, configuring, and implementing changes and modifications to CA/CST’s internal and external-facing information websites and web applications and other supporting software for break/fix maintenance and enhancement required to support the production environment.
Responsibilities:
Resource Management:
- Effectively manage Contractor personnel and staffing, ensuring thorough development and ongoing evaluation of staff clearances.
- Fully comply with all government training and certification requirements, including DOS, DS, CA, and CST.
- Strategically allocate and schedule Contractor resources to maximize efficiency.
- Maintain a highly skilled and professionally capable staff throughout the task order.
- Actively minimize personnel turnover and inspire the team to achieve outstanding performance.
- Ensure seamless onboarding of Contractor personnel with no interruptions to service.
- Identify all resources involved in task order performance and define their roles.
- Proactively manage subcontractors, ensuring their work meets our high-quality standards.
- Rigorously support and adhere to all IT policies, guidelines, and directions provided by DOS.
On-Boarding:
- Complete and submit Visitor Access Request (VARs) forms promptly for security clearance verification.
- Ensure that training requirements for all team members are fulfilled, including annual security training.
- Manage badge requirements for OpenNet access efficiently.
- Handle CA account access or deletion requests as needed without delay.
Cost Management:
- Ensure that all tasks, projects, and deliverables remain within budget constraints.
- Promptly report any budget overruns or financial discrepancies to maintain transparency.
- Diligently manage travel and direct costs to prevent overspending.
Quality Management & Quality Assurance:
- Identify and implement continuous process improvements to enhance the timeliness and quality of work products.
- Manage quality effectively following the Contractor’s Quality Control Plan (QCP).
- Innovate and propose new approaches or technologies that will enhance our operations.
- Develop robust processes to guarantee quality across all activities.
- Ensure that all applications consistently meet 508 compliance requirements set forth by DOS.
Risk Management:
- Proactively identify, assess, manage, and report risks impacting Contractor performance.
- Quickly resolve issues while minimizing any schedule, scope, or cost impact.
- Maintain detailed and accurate risk logs.
Schedule Management:
- Establish baseline schedules for all projects in collaboration with the government.
- Implement an effective Earned Value Management process to track schedules and costs and ensure alignment with the Service Level Agreement (SLA).
- Deliver reliable and efficient timely services, resolving issues with minimal disruption.
Scope Management:
- Implement effective processes to manage the Contractor's scope across the Performance Work Statement (PWS).
- Support and comply with all IT policies and guidance provided by DOS.
Communication Management:
- Maintain strong coordination and communication with all stakeholders, including Government management and technical resources.
- Provide comprehensive reports on task, activity, project, and program status.
- Report on overall task order performance.
- Collaborate effectively with other Contractors, stakeholders, and Government personnel.
- Offer insightful feedback and thorough documentation on task order performance.
- Record and analyze lessons learned to enhance future program activities.
Business Relationships and Presentations:
- Deliver impactful monthly presentations on the Contract Status Report (CSR) as directed by the Government.
- Conduct engaging demos of systems, releases, or patches for business units and stakeholders as directed by the Contracting Officer’s Representative (COR) or Government Technical Monitor (GTM).
Required Experience:
- Possess a current Program Management Institute Program Management Professional (PMI/PMP) certification.
- Minimum of fifteen (15) years of Program Management Experience with a program of similar dollar value, size, and/or scope.
- High proficiency in developing contract deliverables and executive-level presentations/documents.
- Top Secret Clearance
Desired Experience:
- Demonstrated experience with the SDLC process and SAFeAgile principles/methodologies and expertise in modernizing processes to meet the government’s needs.
- 3 years managing Agile software development projects.
- Minimum of two (2) years of Consular Affairs experience.
- Technical writing experience.
- 3 years managing deployment and training tasks.
Salary Range $180K-$200K
