Position Description
An employee in this class performs administrative and supervisory work in the operation and regulation of the County Landfill and refuse collection sites. Work involves supervising the transportation of solid waste to various disposal sites including garbage and recyclable materials, C & D landfill, and the transfer station. Work requires sound judgment and initiative and tact and diplomacy as well as firmness in dealing with the public. Work is performed in inside and outside environmental conditions. The employee is subject to the hazards of moving mechanical parts and OSHA standards on blood-borne pathogens. An employee in this position will be trained to oversee department functions in the absence of the Director. Work is performed under the general supervision of the Public Works/Facilities Director and is evaluated by the overall effectiveness of the collection and disposal programs. Position will require working outside of normal business hours, including holidays, weekends, and inclement weather.
Responsibilites
- Supervises employees assigned to the landfill, transportation of solid waste; C & D landfill, transfer station, scale house, and convenience sites.
- Schedules and trains staff.
- Coordinates pick-up and delivery with the disposal vendors.
- Ensures equipment is maintained and maintains records of unit activities.
- Monitors and reviews performance; provides instruction and evaluation.
- Ensures safe working conditions and procedures.
- Recommends policies and strategies for the efficient and effective transportation of materials.
- Plans for collection and projects budget requirements to include sufficient staffing, resources, and equipment.
- Ensures and oversees maintenance of landfill facilities and grounds.
- Participates in performing maintenance duties.
- Prepares a variety of records and reports regarding personnel, work activities, and volumes and types of materials transported.
- Coordinates maintenance for vehicles and equipment.
- Mows grass, spreads mulch, picks up litter, and generally maintains grounds at the landfill.
- Operates heavy equipment and trucks as necessary.
- Participates in safety training classes.
- Other duties as assigned.
Knowledge, Skills, & Abilities
- Considerable knowledge of the laws, regulations, and compliance strategies for solid waste collection and disposal.
- Considerable knowledge of solid waste truck and heavy equipment operation, and demonstrated skill in operation of the equipment.
- Ability to plan, direct, and coordinate the work of other employees.
- Working knowledge of the County’s personnel, budgeting, purchasing policies, and procedures.
- General knowledge of modern supervisory principles and practices including motivation, communication, and leadership.
- Ability to analyze solid waste related problems and implement effective solutions.
- Ability to establish and maintain effective working relationships with employees and the general public.
- Ability to present ideas effectively in written and oral form.
- Ability to maintain records, and perform numerical tracking.
Required Minimum Education / Experience
- High School diploma or GED and four years of experience in landfill operations, construction, sanitation or related field.
- Two years of supervisory experience.
- Equivalent combination of experience and training.
- Possess a valid NC Commercial Driver's License within six months of hire.
