All Faiths Children’s Advocacy Center is a nonprofit organization dedicated to providing trauma-informed behavioral health services to individuals and families in our community. Since 1956, we have been a trusted advocate for those affected by trauma, offering comprehensive care through mental health counseling, case management, and recovery support.

We are expanding our services become a Certified Community Behavioral Health Clinic (CCBHC), a model that enhances mental health and substance use treatment by integrating crisis response, primary care coordination, and whole-person care. This expansion allows us to reach more individuals of all ages, ensuring that anyone in need regardless of their financial situation has access to timely, high-quality behavioral health services.

Required:

  • Bachelor’s degree in accounting, finance, business administration, or a related field.
  • Seven (7) years of directly related experience.

Preferred:

  • Non-Profit finance experience in a CCBHC is preferred.
  • CPA is preferred.
  • Master’s degree in healthcare, business or a related field is preferred.

What will I do as the CFO with All Faith’s?

Financial/Accounting:

  • a) Directs finance, accounting, tax, billing and reimbursements and accounts payable functions in accordance with GAAP and other regulatory and advisory organizations within the non-profit industry
  • b) Leads the financial planning and management processes, both internally and with required external third parties
  • c) Responsible for Medicaid (CMS), private insurance and managed care organization (MCO) contracts, claims and billing processes to optimize reimbursements and receive accurate and timely payments
  • d) Ensures CCBHC regulations are upheld in the finance area and cost/visit reporting is up-to-date.
  • e) Develops, monitors and revises the operating and capital expenditures budget in conjunction with the CEO and the leadership team
  • f) Responsible for generating and presenting financial reports and forecasts for review by the CEO, the Board’s Finance Committee and the Board of Directors
  • g) Works closely with department and program leaders to develop and track budgets that align with the agency’s mission priorities and strategic plan
  • h) Responsible for cash flow management
  • i) Responsible for the procurement of general and professional liability insurance.
  • j) Reports regularly to the CEO, the Finance Committee and the Board on the agency’s financial performance metrics

2. Administrative Operations

  • a) Provides leadership and guidance on the attainment of the agency’s objectives by creating long- and short-range plans to grow and sustain the agency in the evolving legal, social service and healthcare landscapes
  • b) Creates and maintains appropriate business infrastructure that supports the daily operations of the agency
  • c) Develops strategic business operational plan for review by the CEO and the Board of Directors
  • d) Oversees the financial and accounting technology systems environment that supports the agency’s work
  • e) Advises the Board of Directors as they execute their oversight responsibilities
  • f) Supports the execution of the agency’s mission in the most effective, impactful and client focused manner
  • g) Represents the agency in its relationships with community businesses, civic associations and professional organizations

3. Contracts

  • a) Negotiates and implements contracts, grants and fiscal agent systems in the finance area

4. General

  • a) Trusted advisor to the CEO on high priority initiatives and opportunities.
  • b) Efficiently communicates and presents financial information to the BOD.
  • c) Responsible for management of the external auditing process.
  • d) Responsible for oversight and development of departmental staff.
  • e) Responsible for effectively utilizing all electronic record keeping systems.
  • f) Responsible for developing and implementing quarterly finance procedure audits and working with the agency’s CQI department on developing improvement plans.
  • g) Responsible for developing, reviewing and monitoring accounting policies and procedures
  • h) Keeps abreast of pending legislation
  • i) Keeps abreast of pending/new accounting requirements
  • j) Ensure that activities are in compliance with all federal, state and regulatory requirements

5. Management of staff

  • a) Strengthens the finance team through performance management, mentorship, skill development, and succession planning
  • b) Advises CEO and Leadership Team on staffing needs of the department
  • c) Utilizes PR support of employee issues and ensures staff members are supported in their daily work

Knowledge, Skills, and Abilities preferred to perform:

1. Strategic Financial Leadership: Strong technical expertise and strategic planning skills with the ability to lead initiatives that ensure the agency’s financial stability and long-term sustainability. Expertise in anticipating industry changes, navigating complex funding streams, and transitioning to value-based and prospective-payment models. Proven success in financial modeling, forecasting, and data-driven decision-making.

2. Healthcare Industry Expertise: Extensive knowledge of FQHCs, CCBHCs, and behavioral health centers, including operational, regulatory, and financial frameworks. Skilled in managing cost reporting, base unit cost adjustments, and compliance with CMS and state regulations.

3. Turnaround and Growth Management: Demonstrated ability to lead financial turnarounds, revamp systems, and improve team morale. Experience in mergers preparing for potential expansion and fostering strategic partnerships. Capable of designing and refining systems to support current needs and future growth.

4. Collaborative Leadership and Stakeholder Engagement: Exceptional interpersonal skills to work as a collaborator, team player, and mentor. Strong negotiation and relationship-building skills to engage effectively with Medicaid payers, state funding departments, and community stakeholders. Proficiency in advocating for organizational financial interests while maintaining compliance with state healthcare models.

5. Operational Oversight: Hands-on leadership of finance team, ensuring operational efficiency and cohesive financial management. Proven ability to maintain accurate, reliable financial systems while delivering precise and timely financial information to the CEO, leadership team, and Board.

6. Visionary and Business-Minded Approach: Balances a high-level, strategic perspective with meticulous attention to operational details. Focuses on maximizing revenue, financial efficiency, and effective management of the agency’s investment portfolio in collaboration with partner banking institutions.

7. Board and Community Relations: Strong skills in building credibility and trust while working with community boards in a financial leadership capacity. Experienced in aligning financial strategies with organizational and community objectives.
