Summary

 

The Manager, Applied Learning and Development is member of the Allegheny County Department of Human Services (DHS), Office of Administration, Learning and Development Team, supporting the efforts of DHS Senior Management Staff and the Director. Incumbent will participate on the Learning and Development Leadership team and will have supervisory responsibility of up to 3 Applied Learning and Development Specialists. This position reports directly to the Administrator of Applied Learning and Development.

The primary role of this position is to promote and enhance DHS wide employee wellbeing through inclusive, impactful and accessible professional development and wellness opportunities, supporting and maximizing an integrative and collaborative approach to DHS wide learning and development. The incumbent will support best practices in learning design and delivery on a variety of topics relevant to the DHS workforce, including the continuous efforts of implementing and supporting a trauma-informed framework across DHS.

Additional responsibilities may include supporting the ongoing coordination and training related to the Common Assessments (CANS, ANSA, FAST, and Universal Assessment) and supporting the ongoing development of initiatives that foster a trauma-informed culture, prioritizing wellness for both DHS staff and the individuals and families served by the department.

Local and distant travel as required.

 

Essential Duties and Responsibilities

 

Applied Learning and Development Responsibilities

§ Promotes a culture of learning at DHS through the integration of learning principles into innovative and inclusive learning design and delivery strategies that promote system transformation.

§ Participates in the learning and development project in-take process and supports project delegation.


§ Provides oversight to assigned projects, utilizing project management strategies and tools to ensure collaboration, progress, and quality.

§ Participates on the Learning and Development Senior Team to identify and employ best practices across the Learning and Development team. This includes consultation, assessment, design, implementation, delivery, learning evaluation and project management practices.

§ Utilizes industry best practices, techniques, and standards throughout the life span of learning and development projects/initiatives.

§ Provides mentorship, guidance and coaching to team members on multi-faceted L& D projects and processes encouraging ongoing skill development.

§ Researches and recommends best practices in promoting employee wellness, project management, adult learning and learning design theory.

§ Supports the implementation of a DHS-wide training strategy as identified, including building partnerships with program office leads, completing needs learning analysis and providing technical support.

§ Submits quarterly and annual reports as needed related to learning and development and wellness initiatives at DHS.

 

Employee Wellness Responsibilities

§ Leads and supports DHS wide wellness related initiatives as determined by senior staff.

o   Coordinates, evaluates and adapts existing initiatives to meet the needs of staff, including DHS vitality Café’s.

o   Research evidence-based employee wellness programs and makes recommendations for program implementation.

o   Works closely with senior staff to identify, implement and evaluate evidenced based, inclusive and impactful DHS wide Employee Wellness initiatives.

o   Work closely with HR and the Office of Equity and Engagement to align wellness and development strategies with organizational goals and DEI efforts.

 

Supervisory Responsibilities

This job includes oversight of up to 3 Applied Learning and Development Specialists. The Senior Applied Learning and Development Specialist is expected to exercise initiative and independent judgment in the supervision and direction of this staff.

§ Assigns deliverable job priorities and reviews work produced for quality and efficiency.

§ Verifies staff time and attendance for accuracy and approves staff time, schedules (vacation, sick, personal and compensatory time) and travel requests.

§ Provides quality supervision that includes both administrative and reflective collaboration and feedback.

§ Identify and promote ongoing professional development of staff.

§ Prepares, completes and signs staff performance evaluations.

 

The duties and responsibilities of this position are subject to change based on needs/priorities established by the Director of the Allegheny County Department of Human Services.

§ Excellent facilitation and engagement skills.

§ Exceptional interpersonal skills, both oral and written, including building and maintaining professional partnerships with various stakeholders.

§ Ability to create and provide inclusive and equitable learning experiences meeting the needs of diverse audiences.

§ Ability to develop curriculum and training objectives.

§ Ability to integrate adult learning principles into learning design and facilitation practices.

§ Ability to mentor, coach and lead others in a team orientated environment.

§ Computer and software application experience with a proficiency in Microsoft Office software (PowerPoint, Word and Excel), Vyond, Canva and L&D authoring tools.

§ In-depth and working knowledge of trends and best practices in promoting the wellness of human services professionals.

§ Proficiency in the use of the TCOM Framework and Assessments tools.

§ Up to date knowledge in trauma-informed human services.

§ Strong organizational and project management skills.

§ Ability to conduct research and make recommendations on evidenced based and innovative techniques in learning design, staff wellness, and other related areas.

§ Ability to work independently on multiple tasks with minimal supervision.

Education/Experience Requirements

 

Master’s degree in human services or a related field preferred, plus 2 years’ experience.

-OR-

Bachelor’s degree in human services or a related field, plus 4 years’ experience.

-OR-

Any equivalent combination of education and experience which meets the required knowledge, skills and abilities.

-AND-

·        Minimum of two years of experience with coaching and/or facilitation is required.

·     Minimum of two years of direct experience with designing learning experiences and products, including curriculum writing, video development, asynchronous learning, infographics, and slide decks.

·       Minimum of two years of experience in designing and managing programs and resources that support employee wellness.

Certificates, Licenses, Registrations


Act 33 and 34 clearances.

Valid driver’s license and access to a reliable vehicle and/or access to public transportation in

order to travel for required trainings and/or meetings within the community.
