Summary

 

The Senior Applied Learning and Development Specialist, position is a member of the Allegheny County Department of Human Services (DHS), Office of Administration, Learning and Development Team, supporting the efforts of DHS Senior Management Staff and the Director. This position reports directly to the Trauma and Technology Manager, Applied Learning and Development. This Senior Team Member will promote the ongoing growth of the Learning and

Development Team, by serving as a “go-to” member of the team, providing mentorship and guidance as needed.

The Senior Applied Learning and Development Specialist will serve as the Trauma Informed Care (TIC) Lead on the Learning and Development Team. This role involves managing and coordinating existing and new trauma-informed care learning initiatives, including overseeing the DHS Trauma Think Tank. The incumbent will play a key role in cultivating a trauma-informed culture by promoting wellness for both DHS staff and the individuals and families served by the department.

Responsibilities of this position include project management and oversight, consultation with DHS internal stakeholders and provider partners, learning design, implementation, and facilitation. Ongoing evaluation of learning metrics and continuous quality improvement are a key responsibility in this role.

Additional responsibilities will include supporting training related to the Common Assessments (CANS, ANSA, FAST, and Universal Assessment), supporting specific learning requests/initiatives and supporting DHS wellness and employee engagement initiatives on an as needed basis

 

Essential Duties and Responsibilities

Applied Learning and Development Responsibilities

§ Promotes a culture of learning at DHS through the integration of learning principles into innovative and inclusive learning design and delivery strategies that promote system transformation.

§ Oversees all initiatives related to Trauma informed Care, including trainings and the

DHS Trauma Think Tank


o   Builds and maintains partnerships across DHS including internal program offices and provider agencies.

o   Leads planning, coordination, design/development, facilitation and evaluation of trauma trainings and related initiatives.

o   Ensures quality assurance processes are in place that promote the ongoing improvement and expansion of initiatives trauma-informed initiatives.

§ Utilizes project management strategies and tools to ensure collaboration, progress, and quality.

§ Works closely with Learning and Development Senior Team to identify and employ best practices across the Learning and Development team. This includes consultation, assessment, design, implementation, delivery, learning evaluation and project management practices.

§ Provides mentoring, guidance and coaching to team members on multi-faceted L& D projects and process encouraging ongoing skill development.

§ Utilizes industry best practices, techniques, and standards throughout the life span of learning and development projects/initiatives.

§ Consistently researches and recommends best practices in trauma informed care, resiliency, project management, adult learning and learning design theory.

§ Supports the implementation of DHS-wide training strategy as identified, including building partnerships with program office leads, completing needs learning analysis and providing technical support.

§ Submits quarterly and annual reports as needed related to learning and development, specifically trauma informed care initiatives at DHS.

Additional Responsibilities

§ Lead, co-lead, or support additional DHS Learning and Development projects and initiatives as identified through intake request and organizational assessment.

§ Supports DHS wide wellness and employee engagement related initiatives as determined by senior staff.

§ Supports training of the three Common Assessments (CANS, ANSA, and FAST) as needed.

Local and distant travel as required.

 

The duties and responsibilities of this position are subject to change based on needs/priorities established by the Director of the Allegheny County Department of Human Services.

 

Knowledge, Skills and Abilities

 

§ Excellent facilitation and engagement skills.

§ Effective interpersonal skills, both oral and written, including building and maintaining professional partnerships with various stakeholders.

§ Ability to create and provide inclusive and equitable learning experiences meeting the needs of diverse audiences.

§ Ability to develop curriculum and training objectives.

§ Ability to integrate adult learning principles into learning design and facilitation practices.

§ Ability to coach and lead others in a team orientated environment.


§ Computer and software application experience with a proficiency in Microsoft Office software (PowerPoint, Word and Excel), Vyond, Canva and L&D authoring tools.

§ In-depth knowledge and expertise in trauma-informed care, secondary traumatic stress, and resiliency, with a specific focus on their application in the field of human services.

§ Strong organizational and project management skills.

§ Ability to conduct research and make recommendations on evidenced based and innovative strategies to building a trauma informed system, innovation in learning design, and other related areas.

§ Ability to work independently on multiple tasks with minimal supervision.

Education/Experience Requirements

 

Master’s degree in human services or a related field preferred, plus 1 years’ experience.

-OR-

Bachelor’s degree in human services or a related field, plus 3 years’ experience.

-OR-

Any equivalent combination of education and experience which meets the required knowledge, skills and abilities.

-AND-

·         Minimum of one year of direct experience with designing learning experiences and products, including curriculum writing, video development, asynchronous learning, infographics, and/or slide decks.

·         Minimum of one year of experience with coaching and/or facilitation is required.

·         Minimum of one year of direct experience in building a maintaining a trauma informed framework at an organizational level

Certificates, Licenses, Registrations

 

Act 33 and 34 clearances.

-AND-

Valid driver’s license and access to a reliable vehicle and/or access to public transportation in

order to travel for required trainings and/or meetings within the community.
