- Compile, prepare and maintain all department employee human resources/payroll related documentation and records, using ethical principles and ensuring strict confidentiality in all actions and efforts.
- Generate necessary forms to create positions, request replacements and fill open positions, and processing personnel actions to support recruitment.
- Facilitate communication between the HR/Payroll Department and Program Managers to ensure that the hiring process is efficient and timely.
- Prepares all payroll records for entry into computer.
- Adhere to program and organizational policies and procedures, including the Merit System.
- Maintains employee work schedules and leaves & absences requests for human resources/payroll preparation.
- Examines daily time and attendance in payroll system (Novatime) and resolves any discrepancies with the appropriate supervisor.
- Contributes to the team’s efforts to audit and ensure all payroll records, entries and adjustments in payroll system are in accordance with collective bargaining agreements, County policies and regulations.
- Interpreting and communicating relevant policies and procedures to others involved in personnel management, including employee discipline, unemployment hearings, ADA complaints, and workers compensation
- Processes JDE, PAA1000, NovaTime, OnBase transactions, primarily responsible for new hires, terminations, contractual pay increases and other salary changes, etc. Will support team efforts for processing of leaves and absences and travel reimbursement.
- Providing information to departmental officials to inform them of the provisions of the various Collective Bargaining Agreements and other agreements (e.g., information relevant to promotions, demotions, transfers, dismissals, and other personnel actions).
- Utilizing Microsoft Office 365, with an emphasis on Sharepoint, Planner, Excel, Word.
- Sorts and distributes mailings to employees (W-2 forms, paystubs, etc.).
- Responds to emergencies as assigned by the Health Department.
- Performs other duties as required or requested.
Knowledge, Skills, and Abilities
- Modern office practices, procedures, and equipment.
- Knowledge of human resources/payroll processes and procedures, filing and record keeping procedures.
- Process human resources/payroll data and related work in an accurate and timely manner.
- Learn and effectively utilize payroll system (Novatime) and other software and/or computerized systems as required.
- Enter data and type with reasonable speed and accuracy.
- Maintain strict confidentiality of employee information.
- Adapt to changing priorities and manage multiple tasks in a stressful environment.
