The Capital Access Network Manager will play a key role in advancing AltCap’s mission of increasing our small business and microloan deployment in traditionally underserved communities and marginalized entrepreneurs. The CANM will be based in Topeka. This role is the first in a larger, statewide effort to strengthen capital access infrastructure, increase capital absorption, and drive inclusive economic development-particularly in regions designated as CDFI deserts.
The CANM serves as a subject matter expert on federal, state, and local capital programs, acting as a frontline connector between entrepreneurs, community stakeholders, financial institutions, and development partners including Economic Development Districts (EDDs), Certified Development Companies (CDCs), Network Kansas, K State 105, and others. The role also works to align efforts with the Small Business Development Center (SBDC), the U.S. Small Business Administration (SBA), local chambers of commerce, tourism bureaus, and workforce development boards to enhance Kansas's entrepreneurial ecosystem.
KEY RESPONSIBILITIES
1. Capital Access Strategy & Outreach
- Lead deployment of AltCap's alternative financing solutions and increase statewide awareness of CDFI offerings.
- Serve as a frontline expert on capital programs including SBA-backed loans, revolving loan funds, federal/state incentives, and other nontraditional capital tools.
- Guide entrepreneurs in interpreting financial data, improving loan readiness, and meeting eligibility requirements for available funding options.
- Deliver education and outreach through Omni Circle events, webinars, small group sessions, cohort-based training, and one-on-one support.
2. Lending Environment & Ecosystem Collaboration
- Map the capital landscape across Kansas and identify access gaps-especially in rural, BIPOC, and low-income communities.
- Build and maintain partnerships across public agencies, financial institutions, community lenders, and nonprofit organizations to align capital strategies and expand access.
- Cultivate trusted relationships with key statewide players, including EDDs, CDCs, Network Kansas, SBDCs,
K-State 105, SBA, local chambers, tourism bureaus, and workforce development boards.
- Design and implement a collaborative support model between AltCap and Omni Circle Group, integrating
complementary programming, strengthening operational capacity, and advancing shared goals around economic mobility and equitable capital access.
- Develop and scale sustainability-focused capacity solutions for Entrepreneurial Support Organizations (ESOs) by identifying replicable strategies, enhancing capital readiness infrastructure, and aligning resources that promote long-term ecosystem resilience.
- This role works in partnership with Entrepreneurial Support Organizations (ESOs)-specifically Omni Circle Group-serving as a capital access expert and ecosystem connector to enhance and expand-not replicate-the services ESOs provide to entrepreneurs.
3. Data & Systems Thinking
- Track and report on capital absorption trends, systemic access barriers, and program impact metrics.
- Analyze capital utilization and provide recommendations to improve delivery and effectiveness of lending solutions across the state.
- Contribute to AltCap's strategic planning and capital deployment strategies using data and insights gathered through community engagement.

QUALIFICATIONS
· 5 years of experience in small business finance, lending, community development, or capital access programs.

· Demonstrated knowledge of capital programs (CDFI, SBA, federal/state/local funds, revolving loan funds).
· Experience working with diverse entrepreneurs and undercapitalized communities.

· Proven ability to manage partnerships with EDDs, CDCs, universities, chambers, ESOs, and public agencies.
· Bachelor's degree in business, finance, sustainability, economic development (or equivalent experience).
· Willing and able to travel statewide.
· Commitment to AltCap's mission of promoting economic opportunity for underserved communities.
