What are the responsibilities and job description for the Chief Human Resources Officer position at Amarillo Independent School District?
PRIMARY PURPOSE:
Responsible for overall management of the district’s human resources function. Lead the strategic planning and implementation of human resource programs to include professional and auxiliary staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and benefits. Recommend and implement legally sound and effective human resource management programs, policies, and practices.
QUALIFICATIONS:
Minimum Education/Certification:
Master's degree, preferably in human resources, education administration, or equivalent
Hold or be willing to secure professional certification in education administration
Such alternatives to the above qualifications as may be appropriate and acceptable
Minimum Experience:
Experience in teaching, campus principal and/or District administration totaling at least 10 years
OR
10 years of progressively responsible experience in human resources management
OR
Five (5) years' cabinet-level leadership experience with Human Resources experience
Certification such as SHRM-CP, SHRM-SCP, HRCI encouraged but not required
Demonstrated expertise in human resource operations, leadership and employment law
Special Knowledge/Skills:
Knowledge of the selection, training, and supervision of personnel
Knowledge of wage and salary, benefits, and employee communications programs
Knowledge of school employment law and hearing procedures
Ability to interpret and implement policy, procedures, and data
Excellent knowledge of general and education employment law and hearing procedures
Ability to use software to develop spreadsheets, perform data analysis, and do word processing
Ability to manage budget and personnel

MAJOR RESPONSIBILITIES AND DUTIES:
Employment
- Work cooperatively with District supervisory personnel to select personnel for instructional and non instructional assignments.
- Coordinate the district application and recruitment program and ensure that the district is represented in a positive and professional manner.
- Assign or reassign personnel to positions after careful consideration of qualifications of the person in relationship to the position and needs of the district.
- Develop, coordinate, and implement a procedure for processing requests for transfer in accordance with transfer policies and the needs of the district.
- Administer the district employee evaluation program and ensures that it is implemented effectively and uniformly.
- Administer employment contracts and contract renewals.
- Plan, evaluate, and administer equal employment opportunity provisions and works cooperatively with others to ensure compliance with federal and state laws and regulations.
- Assist supervisory personnel in conducting due-process procedures.
- Oversee the necessary processing for issuance and renewal of state certificates and permits
- Review professional evaluations and make recommendations to the superintendent as to continued employment status or other appropriate status.
- Process recommendations for termination of employees, assembling substantiating information for dismissal of employees and arranging any necessary conferences and hearings.
Compensation
- Develop and implement procedures for administering salary, benefits, and other forms of compensation that effectively implement policies adopted by the board.
- Direct the preparation and revision of job descriptions and the classification of positions in the district compensation plan.
- Administer the teacher salary schedule and ensure compliance with the state minimum salary schedule requirements.
- Administer the exempt and nonexempt compensation programs and ensure compliance with federal wage and overtime laws.
- Provide cost analysis of salary and wage adjustments for the budgeting process.
- Develop, coordinate, and implement incentive pay opportunities for exempt and non-exempt staff.
Employee Relations
- Use management practices that promote collegiality, teamwork, and collaborative decision making among staff.
- Develop and implement procedures to ensure that employees are kept well-informed of personnel policies, procedures, and programs that affect them.
- Implement and oversee effective district wide employee recognition programs, and policies associated with and oversee processing of employee complaints and grievances.
- Interpret and administer the district’s personnel policies.
Budget
- Work with others to compile and report projections of staff and facility needs.
- Ensure that programs are cost-effective and that funds are managed prudently.
- Compile budgets and cost estimates based on documented program needs.
- Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned.
Records
- Ensure that operations contribute to the attainment of district goals and objectives.
- Recommend policies that improve programs.
- Supervise personnel records management and oversee required state records management program (may serve as designated records management officer).
- Develop and maintain systems for retrieval of information in support of all programs.
- Compile, maintain, file, and secure all physical and computerized reports, records, and other required documents.
Human Resources Department
- Recruit, train, and supervise department staff and makes sound recommendations relative to personnel placement, assignment, retention, discipline, and termination.
- Evaluate job performance of department staff to ensure effectiveness.
- Develop training options and improvement plans for department staff to ensure the department’s effective operation.
Other
- Attend board meetings regularly and makes presentations to the board.
- Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.
- Direct, compile, and accurately report pandemic response requirements. In conjunction with the Director of Student Health, ensure pandemic response follows proper protocols, laws, and TEA guidance.
- Participate in area and state level Human Resources professional activities and organizations.
- Maintain confidentiality.
- Follow district safety protocols and emergency procedures.
- Comply with state, district, and school regulations and policies for classroom teachers including the Texas Educator Code of Ethics.
- Perform such other tasks and assumes such other responsibilities as may be assigned.
SUPERVISORY RESPONSIBILITIES:
Supervise and evaluate the performance of personnel director(s), administrative assistant(s), clerk(s), and benefit manager (in cooperation with the Chief Financial Officer). In conjunction with Deputy and Assistant Superintendents, provide supervisory input for all District staff.

In accordance with state law and Board policy. Reports directly to the Superintendent.
