Summary Of Duties
The VP of State-supported Services is responsible for the vision, direction and daily management of State- supported corridor services which exist in 18 states and constitute 50% of Amtrak ridership. The VP is also responsible for maintaining good relations with each of the state partners, being accessible, providing relevant information to them regarding their services and sharing with them opportunities to grow ridership and revenue, as well as ideas for improving cost recovery. The successful candidate is expected to seek out and pursue opportunities to expand service by working closely with states and helping them to strategically advance such plans. Success in this position is also predicated on the ability to understand the business and work with peers across the organization to build internal support to advance the service line’s goals. Finally, the VP also works closely with the Amtrak Government Affairs team to coordinate with states on State and Federal funding needs for service retention and development, as well identifying opportunities for legislative changes that could improve state supported rail passenger service.
The VP is a member of the company’s Senior Leadership Team and plays a key role in the leadership of the State- Amtrak Intercity Passenger Rail Committee (SAIPRC). The VP reports regularly to senior management and the Board of Directors on the status and progress of Department work as well as recommendations for change or improvement. VP of State- supported Services provides senior Amtrak leadership with key insight into the operation and health of relationships with Amtrak state operating partners.
Essential Functions
Must have excellent oral and written communication skills.
The salary/hourly range is $262,000-$339,500. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. Essential Functions
- Strategically advances a comprehensive State-supported Service Line plan that is incorporated into the larger Amtrak strategic plan.
- Works to assure strong support and accountability for delivering on the State Strategy Plans across all Amtrak departments.
- Balances the needs and wants of state partners with the goals and business objectives of the company
- Negotiates new projects and renewals with state partners and manages the day-to-day operation of the contracts and relationships. To be effective this requires extensive travel and relationship building
- Uses strong organizational skills to manage and deliver numerous high impact projects simultaneously
- Maintains a strong working knowledge of Amtrak, its business, its policies and operations and builds support for the services across all levels and functions of the company
- Bachelor’s Degree and experience in commercial, finance or strategic functions
- Strong ability to build relationships, including excellent communication and negotiating skills
- Ability to build strong internal teams and advocate on behalf of state partners
- Strong understanding of federal and state legislative and funding processes
- Past experience working with regulatory agencies
- Exceptionally strong writing skills
- Proven project management skills in addition to strong analytical and problem-solving skills
- Bachelor’s Degree with emphasis in related area
- Strong interpersonal skills with the ability to effectively communicate with diverse internal and external audiences.
- Executive presence and comfort with displaying strong project advocacy.
- Demonstrated experience simultaneously managing multiple projects and/or programs using appropriate administrative tools and controls.
- Experience in recruiting and developing talent.
- Relevant experience in Transportation industry
- MBA or equivalent graduate qualification
- 25 years of relevant experience
