POSITION SUMMARY:

The Director will provide strategic oversight, administrative direction, support and supervision of program operations with specific attention to planning, advocacy, outreach, grant sourcing and management. Serves under the direction of the County Administrator with advisory direction from the Commission on Aging Board. Director will provide continual assessment of the needs of Antrim County seniors, as well as the development and funding of programs to meet those needs through Federal, State, local and private funding.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Directs, manages, administers, monitors, and oversees all operations and activities of the Commission on Aging.

2. Communicates regularly to the County Administrator, particularly in regards to projects, new initiative, issues, and successes.

3. Must be fully knowledgeable of Descriptions of Essential Duties of all COA employees and be able to coordinate and supervise positions to maximize efficiency of staff. Participates in the work of subordinate employees as necessary. Ensures the smooth, harmonious, and successful operation of the department.

4. Help formulate, implement and oversee the annual and long-term goals and plans of the County Administrator, COA Board, and Board of Commissioners; evaluate and direct the efforts to implement those goals and plans.

5. Insure the COA abides by the funding criteria set forth by the Area Agency on Aging.

6. Researches and makes application for federal, state, and private grant funds; administers all grant funds and maintains accurate records for audit purposes, in cooperation with the Director of Finance.

7. Act as the Antrim County Commission on Aging's liaison in reporting information from local meetings, seminars, regional and state meetings, and present reports on related activities to the COA Board.

8. Represent the COA at all county budget meetings, department meetings and any other county meetings that could affect plans and goals or aid in the success of the COA.

9. Serve as a liaison between the COA and the community, be available to speak to any groups about the COA and its activities, stressing its positive aspects and its current needs. Oversees the development of press releases, website content, newsletters, promotional materials, etc.

10. Seeks to ensure compliance with statutory responsibilities and directives. Must maintain that department activities, procedures and outcomes are consistent with industry standard and best practices.

11. Responsibilities include assisting in hiring and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

12. Review and administer contracts with other agencies and coordinate services with other service providers.

13. Responsible for screening and coordination of all volunteers.

14. Responsible, as the Antrim County Commission on Aging's fiscal agent for the financial goals and annual budget and attainment of those goals through grants and other fund raising as necessary. Establish sound accounting practices; implement and maintain a daily accounting system; monitor cash receipts and disbursements; distribute funds as per policy; determine cost effective procurement methods and available discount for bulk purchases, pre-pay, net pay, etc. Obtain approval on disbursements and secure signatures as necessary, coordinating accounting and budget systems with Director of Finance, Administration and Treasurer.

15. Responsible for insuring that all positions and programs are working smoothly, must be willing to work to assist in carrying out duties of various personnel in the event of sickness, etc., to insure programs operate in a successful fashion.

16. Prepare monthly, quarterly, yearly reports and budgets, (including Homemaker, In-Home Respite, Homechore, Nutrition, Personal Care, Transportation, and Senior Center Staffing). Will present reports to the COA Board and Area Agency on Aging of Northwest Michigan.

17. Establish emergency arrangements for sites and trip/tour activities (fire, accident, power failure, natural disaster, health emergencies).

18. Promote volunteerism, and report quarterly hours to Area Agency on Aging of Northwest Michigan.

19. Establish and maintain annual inventories of assets.

20. Comply with all Agency and County policies and procedures.

21. Insures Homemaker and CNA assessments are conducted on an annual basis, the results of which are to be kept confidential.

22. Conducts quality control on all COA programs annually.

23. Prepares a variety of reports and studies and related information for decision making purposes.

24. All other duties as assigned.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree in Nursing, Social Work, Gerontology, Public Administration, Business Administration, or related field with Master’s degree preferred.
  • Three to five years progressively responsible and directly related experience working for senior service-related businesses, organizations, or agencies.
  • Two years of supervisory experience working for senior service-related businesses, organizations, or agencies.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Experience and displayed abilities in working with Senior Citizens;
  • Knowledge of the programs available to seniors;
  • Considerable knowledge of geriatrics and the aging process;
  • Ability to prepare technical documents such as budgets and grant applications;
  • Strong interpersonal, organizational, management, and budgetary skills
  • Ability to carry out assigned projects to their completion;
  • Ability to communicate effectively verbally, and in writing;
  • Ability to establish and maintain effective working relationships with employees, county officials, and the public;
  • Ability to efficiently and effectively administer a Commission on Aging program;
  • Willingness to broaden expertise in aging issues and management;
  • Outstanding communication and planning skills.

SPECIAL REQUIREMENTS:

Must possess a valid Michigan driver's license and personal vehicle insurance. Maintain eligibility to drive as per the Antrim County Safe Driver policy.

TOOLS AND EQUIPMENT USED:

Requires frequent use of personal computer or laptop, including word processing, email and spreadsheet programs; calculator, multi-line telephone, smart phone, audio-visual equipment, copy machine and fax machine.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus and the ability to see and read at a distance, in particular when driving.
