Title: Parks Director

Position Summary
Under the supervision of the County Administrator, directs and coordinates overall management and operation of the Parks Department to include personnel, budget, financial and other administrative functions. Responsible for and participates in all aspects of grounds and facility maintenance activities, supervising employees and performing other tasks to maintain the county campground and other Antrim County parks, while providing service to the public.
Essential Duties and Responsibilities
1. Prepares and presents information to public, boards, committees and an annual report.
2. Responsible for marketing and publicity of County parks and events.
3. Works with agencies, organizations, clubs and independent parks throughout the county to provide services to the public.
4. Responsible for working with committees and boards to update and write the County Parks and Recreation Plan, including short-term and long-range planning for all park properties and facilities.
5. Implementing goals set forth in the Plan.
6. Plans and implements large projects as proposed and approved and/or directed.
7. Searches out and applies for funding opportunities such as grant applications, donations and fundraisers.
8. Preparation and management of department budget, capital projects, accounting of department expenditures and collection of revenues.
9. Balances and delivers transmittals of park revenues daily for all transactions to the County Treasurer.
10. Acquires quotes and bids in-line with County policies. Purchases equipment, supplies, merchandise and other materials.
11. Responsible for on-site management of Barnes Park Campground.
12. Works with Human Resources to recruit and select department personnel.
13. Trains, supervises, and evaluates employees in the day-to-day operations and a variety of ground maintenance activities at the County campground and parks.
14. Administers County policies and procedures.
15. Enforces rules and regulations of the Park. (May need to perform peace keeping functions)
16.Performs retail role, assisting customers with reservations collecting registration fees (Barnes Park Campers only), picnic reservations, selling firewood and other items.
17. Communicates with campers, answering any questions, and responding to complaints.
18. Inspects, maintains and (as necessary) budgets for replacement of assigned custodial equipment, grounds keeping equipment and small tools for proper operating condition.
19.Responsible for maintenance of all County Park grounds. Opens and closes locks and unlocks facilities as needed.
20. Keeps park facilities maintained and repaired and maintains a record of maintenance schedules and work completed.
21. Maintains current skills and knowledge in the proper and safe techniques of building and grounds maintenance along with County and campground software.
22. Responsible for the winterization of campground facilities and other county parks after they have closed for the season and prepares them for reopening in the spring. Performs building and equipment maintenance and repairs picnic tables and all other campground and park equipment.
23. Responds to after-hours calls as needed.
24. All other duties as assigned.
Tools and Equipment Used
Computers, software, cell phone, telephone, fax, copier, calculator, cleaners, mops, broom and dusting equipment. Operation of small power tools and equipment (i.e., chainsaw, mower, skill saw, electric drill), tractor, pens, pencils, manuals, and vehicles.

Desired Minimum Qualifications
Education and Experience
(A) Graduation from high school or GED equivalent
(B) Bachelor degree preferred with an emphasis in parks or business
(C) Any combination of experience and training which demonstrates the knowledge and experience to perform the work.
(D) Working knowledge of budget planning and management.
(E) Experience in writing and obtaining grants preferred.
(F) Red Cross First Aid and CPR training preferred.
Qualifications
· Working knowledge of computers and electronic data processing (Microsoft Office Suite); working knowledge of modern office practices and procedures;
· Working knowledge of equipment, materials and supplies used in building and grounds maintenance;
· Excellent writing and presentation skills;
· Working knowledge of equipment and supplies used to do minor repairs; Some knowledge of first aid and applicable safety precautions;
· Excellent organizational skills;
· Skill in operation of listed tools and equipment properly and safely;
· Ability to work independently and to complete daily activities according to work schedule; Ability to lift heavy objects, walk and stand for long periods of time;
· Ability to communicate orally and in writing; Ability to understand and follow written and oral instructions and effectively communicate them to staff;
· Ability to establish effective working relationships;
· Possess a valid Michigan Driver’s License;
· Clean and neat in appearance, suitable for dealing with the public;
· Ability to handle stressful situations while demonstrating a service-oriented attitude;
· Pass a pre-hire drug screen, and physical.
Special Requirements
Must be willing to work weekends and holidays. Must also be willing to work any of the posted shifts at Barnes Park Campground.

While performing the duties of this job, the employee occasionally works near moving mechanical parts. The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, and toxic chemicals.
The noise level in the work environment is usually quiet to moderate during regular operations, but may increase to loud while operating equipment.
