Applied Research Solutions is seeking an experienced Program Manager candidates located at Hanscom AFB, in Bedford, MA. The primary focus of this position is Human Resources and Training within a DoD environment.

Responsibilities include:
- Experience in DoD manpower systems and processes: Demonstrated proficiency in utilizing and managing systems like RPA (Resource Planning Application), UMD (Unit Manning Document) Management, and others relevant to manpower resource allocation, tracking, and forecasting.
- Experience managing the nomination and processing of awards and decorations (Awards, Decs), including performance-based awards (OPBs, EPBs) and recognition programs.
- Skilled in processing and managing personnel actions, such as Personnel Requisition Forms (PRFs) and other related documentation.
- Advanced ability to plan, execute, and manage tasks effectively, ensuring on-time delivery within scope and budget. *To include; defining task requirements, assigning resources, tracking progress, mitigating risks, and reporting on outcomes.
- Experience leading and motivating teams to achieve shared goals, fostering collaboration, and ensuring clear communication and accountability.
- Proficiency in utilizing and managing training management systems like ETMS (Enterprise Training Management System) and MyLearning.
- Experience in developing and delivering training programs, including ancillary training materials and resources.
- Familiarity with Career Field Education and Training Plans (CFETPs) and other frameworks for managing career progression and professional development within a specific field.
- Experience overseeing and mentoring trainees, tracking their progress, and providing guidance and support throughout their training journey.
- Other duties as assigned.
Qualifications/Technical Experience Requirements:
- Must be a U.S. Citizen
- Experience as a Program Manager or HR/Training Lead with at least 3 years in DoD environment.
- Or 15 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 5 of which must be in the DoD.
- Active Secret Security Clearance required
Possesses the knowledge, experience, and demonstrated ability to perform tasks related to the technical/professional discipline they are performing. Possesses the ability to work independently and apply the proper procedures and processes related to their area of expertise. Shall also possess the ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines (Program Office and Staff Level Support interface).
