POSITION: Human Resources Business Partner

REPORTS TO: Executive Director

LOCATION: Administrative Office and/or Various Locations

STANDARD HOURS: 7:00 a.m.- 3:00 p.m.

DESCRIPTION OF JOB: The Human Resources Business Partner performs human resource functions and provides oversight to the daily operations in the area of personnel and assists the contracted Financial Operations Manager with business functions, as needed. The employee will be responsible for new hire orientation, personnel file management, evaluation ticklers, submission of unemployment claim documentation, workman’s comp claims, directing personnel issues through the proper supervisory channels. The Human Resources Business Partner will perform some business functions in the absence of the contracted Financial Operations Manager to include expense account coding, payroll functions and check processing.

MINIMUM REQUIREMENTS: The Human Resources Business Partner should have a bachelor's degree in human resource management, accounting, finance, office administration, business or related field. Must have strong communication, leadership and time management skills and be proficient in agency software programs. Must have strong analytical, organizational and multitasking abilities. Must have established experience with onboarding, supervising and motivating employees and some business aspects.

JOB DUTIES:

1. Conduct new hire orientation which includes ensuring completion of background check, drug screen, TB skin test, collection of all required documents and completion of all new hire paperwork.

2. Attend all interviews for all departments.

3. Maintain personnel files.

4. Create ticklers for performance evaluations.

5. Ensure that all steps have been completed and all documentation is on file as it pertains to a resignation or termination.

6. Ensure that all unemployment and workman’s comp claims are submitted in a timely manner.

7. Act as a liaison between employees and management.

8. Oversee all personnel issues and serve as liaison between staff and supervisors.

9. Ensure that required documents for employees are complete and up to date.

10. Code all business expenses to the appropriate accounts.

11. Generate payroll in the absence of contracted Financial Operations Manager.

12. Verify payments and deposits are made in a timely manner.

13. Track agency’s expenses and revenue.

14. Ensure office supplies are maintained and ordered in a timely manner.

15. Occasionally traveling off-site to deliver reports, files, or resources to other departments, program participants, and/or vendors.

16. Ensuring the confidentiality and security of files and filing systems.

17. Monitoring accounts for compliance with operating budget.

18. Assist Contracted Financial Operations Manager with duties, as needed.

ANCILLARY FUNCTIONS

19. Serve as a liaison between staff and supervisors at all times.

20. Perform business and financial duties with Contracted Financial Operations Manager oversight.

21. Adhere to agency policies and procedures.

22. Perform other job-related duties as assigned by Executive Director for the purpose of ensuring the efficient and effective functioning of the agency.

WORK ENVIRONMENT

This job operates primarily in a professional office environment with varying noise levels and interruptions. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinet, and fax machine.

PHYSICAL REQUIREMENTS

While some of the duties are sedentary, there may be times that require lifting and carrying or equipment, materials, etc. The employee is regularly required to visually observe, talk and hear. Vehicle travel and driving may be required on occasion.
