Arlington County's Department of Environmental Services (DES) is seeking a Management & Budget Specialist to perform a full range of budget and financial management activities and provide financial support for the Water-Sewer Utility and Stormwater Management Funds. The Utilities Fund program builds and maintains water delivery, sanitary sewer collection, and wastewater treatment systems that provide high-quality water and sewer services and products. Stormwater Management implements a comprehensive program including flood mitigation, watershed management, and water and stream quality programs.
The Management & Budget Specialist will work within DES to provide budgetary expertise to one of the largest and most diverse County departments in terms of its lines of business and expenditures. The department's Utilities operating fund encompasses over $100 million with $880 million of projects in the ten-year Capital Improvement Plan (CIP). The Stormwater Management operating fund is over $16 million with over $330 million in the ten-year CIP.

Responsibilities
Major Job Duties:
- Assisting with budgeting, expenditure and revenue tracking, and closeout for the water-sewer utility and stormwater management funds;
- Assisting with developing the annual operating budgets and rate-setting;
- Performing analyses to understand budget variances and drivers to inform future budgeting and forecasting;
- Ensuring the use of the various funds adheres to the requirements for each funding source;
- Ensuring accurate accounting for expenditures and revenues, and preparing/entering journal entries and accruals as necessary; and
- Submitting requests for reimbursement of grant funds and maintaining complete grant files;
- Entering and approving purchase requisitions and processing invoices for payment.

Minimum Qualifications:
- Bachelor's Degree in Accounting, Finance, Business, Economics, Public Administration or a related field; and
- Considerable experience in the finance, planning and administration of publicly funded programs or related work that includes budgeting, accounting and/or procurement.
- Additional qualifying experience may be substituted for experience. Additional experience may be substituted for education.
Preference may be given to candidates with a Master's degree in a related field and experience/certification in one or more of the following:
- Budget preparation, expenditure analysis, and accounting;
- Grants management;
- Other relative degree, certification, or coursework; and/or
- Certified Public Accountant (CPA).
