Maven Group LLC is currently seeking a Budget Managing Specialist to play a critical role in our support to the Department of Navy (DON) Office of the Assistant Secretary of the Navy (Financial Management and Comptroller (OASN (FM&C)) Secretariat Comptroller & Resources Department (SCRD) with respect to both Budget Formulation & Justification and Budget Execution.


The ideal candidate has extensive, hands-on experience working with the DON Budget Formulation and Justification, as well as Budget Execution. SCRD is a complex customer environment that requires a flexible and solution-oriented mindset. The ideal candidate will be able to operate within ambiguous parameters to achieve client mission objectives. Background:

OASN (FM&C) is comprised of six component offices: Budget (FMB), Financial Operations (FMO), Financial Systems (FMS), Counsel (FMC), Admin (FMA), and SCRD, and has articulated as a primary goal the rigorous execution of the budget, paired with the pursuit of budgetary reform seeking greater execution effectiveness and transparency while reducing reimbursable work.

 

As a Managing Specialist, you will work hands-on with the DON budget, leveraging comprehensive knowledge and experience with relevant software (specifically, Navy ERP and PBIS) and relevant processes (i.e., DON budget formulation, justification, and execution). You will manage a team of 3-5 consultants and specialists, providing day-to-day support to the client. You must be equally comfortable in “rolling up their sleeves” and in delegating to leverage the strength of the overall team.

 


Overall Responsibilities

o Working closely with the client (SES and GS-15) and Program and Project Managers to oversee the performance.

o Provide expert advice, assistance, and guidance on the development and submission of budget priorities and providing input on strategic planning initiatives

o Advise senior leaders on budget submissions and justifications

o Conduct analyses, reviews, and special studies of budget and/or related information

o Lead and/or perform specialized, individual economic analyses and impact studies in support of a variety of budget programs

o Use automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments

o Serve as a lead budget analyst, working collaboratively with senior staff to develop and recommend milestones, objectives, and plans to achieve Navy FM&C’s long- and short-range mission priorities

o Develop procedures to link budgetary and programming information to meet reporting requirements and assist managers in meeting their programmatic responsibilities


Responsibilities - Budget Formulation & Justification

o Perform budget formulation work involving the preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request

o Develop operational and financial plans for the organization’s programs, estimates of the financial resources needed for the programs, and recommendations for how to fund the programs

o Examine these proposals to make sure they are complete, accurate, and follow the organization’s procedures, regulations, and objectives

o Utilize cost-benefit analyses to review financial requests, evaluate program tradeoffs, and look for alternative funding methods.

o Provide Budget Formulation Guidance to Secretariat Staff Offices

o Prepare Budget Exhibits by appropriation and other topics, including the Audit Resources Budget Exhibit

o Prepare SRB and POM/DON/OSD/Congressional Submissions

o Prepare responses to Congressional RFIs and Appeals, working with FM&C leadership to understand the requirements and align messaging to budget strategy and roadmap

o Combine individual departmental budgets into operating and capital budget summaries that contain statements that support or advocate against funding requests

o Submit the budget summaries to leadership and recommend alternatives if the budget does not meet current needs and restrictions


Responsibilities - Budget Execution

o Provide Budget Execution Guidance to Secretariat Staff Offices

o Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations

o Maintain a system of internal controls over all aspects of Navy FM&C budget formulation and execution to guard against waste, fraud, abuse, or mismanagement

o Assemble and compile background and historical data and documentation to develop budget estimates and justifications and to identify the cost of the operations

o Perform additional Budget Execution activities, including Execution Tracking and Reporting, conducting Dormant Account Reviews, and supporting the Services Requirements Review Board (SRRB)

 

Requirements:

· Must be a U.S. Citizen

· Must possess and maintain a(n) (Interim) Secret Clearance.

· 5 years of experience in DON budget formulation, justification, & execution (7 YOE preferred)

· 3 years of experience managing teams of 3 employees

· Bachelor's degree in a business or a relevant field

· Proven experience working daily with budgetary data in Navy ERP and PBIS

· Proven experience working specifically in DON budget formulation, justification, and execution.

· Proven experience toggling between “hands-on keyboard” and delegation

· Ability to analyze financial statements and budget execution reports

· Highly proficient knowledge of Excel (pivot tables, formulas, etc.)

· Proficiency in Office 365

· Solid and effective verbal & written communication skills

· Strong critical thinking and analysis, planning, and problem-solving skills

 

Preferred:

· Veterans are strongly encouraged to apply, as their experiences and knowledge align with project delivery.

· Relevant certifications including, but not limited to, Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), DoD Financial Management Certification (FMC), etc.
