What are the responsibilities and job description for the Capital Budget Planning Coordinator position at Arlington County, VA?
Arlington County's Department of Management and Finance (DMF) is seeking a Capital Budget Planning Coordinator to lead and manage a team whose main responsibility is to prepare, coordinate and manage the County's biennial, ten-year Capital Improvement Plan (CIP). This position will be responsible for full coordination and development of the CIP, monitoring capital project expenditures and execution across the County, developing funding plans and providing financial oversight to approved capital projects.
- Designing and executing the CIP planning process, including presenting capital project funding options and recommendations, ensuring all decisions are reflected in capital budget projections, and ensuring that CIP documents are complete and accurate;
- Assembling a balanced, multi-year financing plan for the CIP that incorporates a diverse set of capital funding sources, many of which have restrictions on eligible uses;
- Monitoring project execution against project budgets, ensuring projects are closed out when moved into service and remaining balances are handled properly;
- Tracking CIP work session follow up questions from the County Board, in addition to reviewing, editing and writing responses;
- Supervising a team of Staff Financial Analysts to include hiring, assigning work, evaluating and managing job performance and mentoring;
- Providing CIP training and mentoring DMF and departmental budget analysts and leading special projects; and
- Monitoring the financial system of record to ensure CIP budgets, purchase orders, payables, and general ledger entries are accurate and up to date.
- Bachelor's degree in Business/Public Administration, Accounting, Economics, or a related field;
- Significant and progressively responsible fiscal experience which has included development and monitoring of financial plans for complex projects, economic or financial analysis and providing financial advice to senior/executive management; and Experience supervising and coordinating the work efforts of others.

Substitution: Additional qualifying experience may be substituted for the education on a year-for-year basis.
Desirable : Preference may be given to applicants with experience in one or more of the following:
- Developing and monitoring a large complex multi-year capital budget with multiple funding sources and making recommendations to senior leadership at the Federal, State or local level;
- Analyzing, researching, negotiating, and recommending solutions for operating or capital budgets;
- Preparing complex, detailed spreadsheets, reports, or other documents;
- Training experience and/or coaching to staff in budget procedures; and
- Masters degree in Public Administration, Business Administration, Finance or a closely related field.

Additional Information
Normal work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility. The official work location is 2100 Clarendon Blvd, Arlington VA. The Department of Management and Finance is conducting the majority of the work remotely with occasional on-site requirements for meetings at County facilities.
