The Arlington County Treasurer’s Office Compliance Division is seeking an Enforcement Supervisor to manage a staff of eight full-time and one or two part-time employees. Each of these employees specializes in a specific enforcement program, and they are cross trained to cover for their teammates during an absence. The primary objective of the Enforcement Supervisor is the daily, direct management of enforcement staff and the reporting on all enforcement activity. This position administers the complex, multifaceted lien and enforcement programs, resolves problems, leads special projects, conducts training sessions, manages the Compliance cashier window, and strives to meet the revenue collection goals set forth. Additionally, this position will collect delinquent taxes, court fines and other revenues due to Arlington County, and ensure the smooth operation of the enforcement team, which processes over 10,000 liens/seizures per year. This position reports directly to the Assistant Deputy Treasurer for Compliance.
Specific duties include:
- Overseeing the productivity, efficiency and work product of the Enforcement section within the Compliance Department, to include identifying training issues, as well as designing and implementing improvements to training;
- Ensuring that employees execute enforcement actions according to acceptable procedures and in compliance with State code and County Ordinances;
- Managing and auditing the cashier window;
- Delivering excellent customer service to citizens, other county agencies, and staff while managing complex issues;
- Reporting on enforcement initiatives, performance, delinquency, collection and productivity;
- Assisting the Deputy or Assistant Deputy in preparing ad hoc reports or providing data required of the division, including but not limited to: statistics for the annual budget, internal Treasurer's Office reports, reports to the County Board, reports to other County departments, reports to State agencies, and reports for inclusion in publications for citizens;
- Assuming the duties and responsibilities of the Assistant Deputy Treasurer for Compliance in their absence;
- Acting as liaison with vendors, such as outside collection agencies, tax software vendor, and parking ticket software vendor;
- Conducting public sales of seized property; and
- Responding to inquiries from citizens, other county agencies and staff.
The ideal candidate will possess effective oral and written communication skills, coachability, sensitivity, self-motivation, time-management skills, empathy for customers, and the ability to remain professional and calm in a high volume, fast-paced customer service environment. This position requires the ability to multitask and alternate between in-person counter duties and back-office desk duties as needed. The candidate must be adept with technology and with using multiple complex systems at the same time, while eliciting, understanding and advocating for customer needs.
Minimum:
- Bachelor's degree in public administration, business administration or other field directly related to program area; and
- Considerable experience in public administration and general research in public policy, or experience directly related to project or program area.
Substitution: Additional qualifying experience can be substituted for the education requirement, and additional education may be substituted for the experience requirement.
Desirable: Preference may be given to candidates with experience in one or more of the following:
- Monitoring the work of professional and clerical staff; and/or Using Microsoft Office Suite or similar software.

Background Check: A pre-hire background check will be made on all candidates selected for employment. You will be required to sign a release authorizing the County to obtain your background information.
Additional Information
Work Hours: 8:00 a.m. - 5:00 p.m., Monday through Friday. This is not a remote opportunity. Employees are expected to be in the office full time.
