Summary

The HOME-ARP Specialist will be on the team responsible for administering the State of Georgia’s HOME-ARP program, a federal funding source created through the American Rescue Plan of 2021.  This new program allocates grants and loans from the Department of Housing and Urban Development for the construction of rental housing and non-congregate shelters, and the administration of supportive services for vulnerable populations.

Minimum Eligibility Requirements

  • Bachelor's degree in public administration, business, or a related field from an accredited college or university, and 
  • Two years of progressively responsible experience in housing vulnerable populations, as defined by HOME-ARP legislation, including persons who are homeless and at risk of homelessness.

Or

  • 10 years of progressively responsible experience in housing vulnerable populations as defined by HOME-ARP legislation, including persons who are homeless and at risk of homelessness. 

Plus:

  • Proven problem-solving and team-building skills.
  • Program Development skills and experience.
  • Excellent organizational skills.
  • Strong computer skills, including Microsoft Office Suite.
  • Experience working with federal grants.
  • Excellent oral and written communication skills.
  • Must be detail-oriented and organized self-starter.
  • Must possess excellent customer service skills and work well under pressure.
  • Ability to multi-task, meet deadlines, and work in a fast-paced environment.
  • Experience working with the HUD and housing systems is preferred but not required.
  • Experience working with federal compliance oversight (Environmental Reviews, Davis Bacon Submissions, Section 3, and MBE/WEBE) is preferred but not required.
  • Experience with Affordable Housing Construction is preferred but not required.

Job Duties and Responsibilities

  • Maintain up-to-date knowledge of HUD-funded programs, primarily HOME-ARP, ESG, PSH, HOME, and HTF.
  • Help create program policies & procedures, manuals, applications for funding, and forms.
  • Help oversee funding application rounds and award funds to developers and subrecipients to build non-congregate homeless shelters, affordable rental housing with the tax credit program and administer supportive services funding.
  • Help ensure projects are completed efficiently and meet federal compliance standards.
  • Give presentations, lead stakeholder discussions, and collaborate with program partners across the state of Georgia.
  • Help coordinate resources among state agencies to place homeless individuals and families in housing.
  • Perform a detailed review of all submitted documents and coordinate administrative processes to completion.
  • Effectively communicate with internal departments to resolve any inaccuracy.
  • Create month-end reports.
  • Prepare reports for external reporting and provide survey requests.
  • Assist with internal and external Audit requests.
  • Assist in planning fund commitments and disbursement requirements.
  • Periodically review the policy and procedures and update them according to HUD guidelines.
  • Provide excellent customer service to all customers both inside and outside DCA.
  • Answer all communications in a timely manner.
  • Perform other related duties, as assigned.

Working Conditions (travel, hours, environment)

  • This position is salaried non-exempt, knowing it may include hours that exceed eight hours in a day or forty hours in a week.
  • Occasionally travel required including air and car travel.
  • This position is currently a telework (100% remote) position. Employees must reside in Georgia and meet DCA telework requirements.

Physical/Sensory Requirements

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
