Procurement & Contracting Specialist
Location: Baltimore, MD (In-Office Position)
Salary Range: $85,000 - $95,000 per year
Overview:
The Procurement & Contracting Specialist will play a key role in managing procurement activities for a major infrastructure project, ensuring that materials and services are sourced efficiently, delivered on time, and in compliance with federal and project-specific procurement requirements. This role will lead discussions advancing the procurement process while resolving discrepancies, negotiating contract terms, and coordinating with vendors to support the project's supply chain needs.
Key Responsibilities:
- Prepare and issue Request for Proposals (RFPs) and bid packages that align with project-specific requirements.
- Research, identify, and evaluate suppliers based on price, quality, reliability, service, and compliance with project specifications.
- Negotiate contract terms and pricing with vendors to maximize cost savings and efficiency.
- Serve as a liaison between the project team, vendors, and legal staff to resolve escalated contract issues.
- Ensure procurement compliance with federal, state, and local regulations, including FAR, Buy America/Buy American Act, and DBE requirements under 49 CFR Part 26.
- Track and monitor purchase orders, delivery schedules, and contract performance to mitigate supply chain disruptions.
- Maintain accurate records of procurement activities, contract documents, and supplier performance metrics.
- Collaborate with engineers, project managers, and legal teams to align procurement strategies with overall project goals.
- Utilize procurement software such as SAP Ariba, Oracle Procurement, or similar platforms for vendor management and contract tracking.
Summary
Qualifications & Experience:
- Bachelor's degree in Business, Supply Chain Management, Procurement, or a related field (required).
- 3-5 years of procurement experience, preferably in construction, infrastructure, or a related industry.
- Experience in RFP development, contract negotiation, vendor management, and procurement execution.
- Familiarity with procurement regulations such as FAR, Buy America/Buy American Act, and DBE compliance under 49 CFR Part 26.
- Proficiency in Microsoft Office Suite and procurement software (SAP Ariba, Oracle Procurement, or similar tools).
- Excellent negotiation, communication, and problem-solving skills.
- Ability to work independently, manage multiple tasks, and remain flexible in a dynamic environment.
- Strong organizational skills and ability to build relationships with suppliers, contractors, and project teams.

- Ability to work overtime and weekends as required to meet procurement deadlines.
