Examples of Duties
Job Purpose
Under general supervision of a Utilities Superintendent, plans, coordinates, and directs the electrical maintenance, repair and training of the Bureau of Utilities. Participates in the construction, repair, and maintenance of the water and sewer system, related components, and other Bureau facilities.
Essential Job Duties
Assigns work to, supervises, and advises Master level electricians, journeymen, apprentices, and helpers engaged in performing a full range of major and minor maintenance, repair, renovations, and installations of electrical equipment in sewage pumping stations and residential county-maintained grinder pump systems.
Monitors work through the review of daily logs, GPS tracking software, and reports, as well as site inspections.
Advises personnel of and provides instruction in advanced work methods. Inspects and approves work. Completes employee performance evaluations. Prioritizes jobs and schedules work. Resolves conflicts and complaints. Prepares labor and material cost estimates and requisitions for materials and supplies. Prepares and maintains records, inventories, cost and productivity studies, and progress and final reports.
Administers and oversees construction contracts between contractors, consultants, County agencies, and other components of local government. Arranges and conducts meetings with consultants, contracts, and the public. Performs field inspections of sites.
Reviews, approves, and comments on contractor proposals, plans, designs, and specifications to ensure compliance with County standards and objectives. Maintains records and prepares reports of program activities.
Visits job sites where repair, renovation, or installation work is performed to ensure timely completion of projects. Inspects work done by County maintenance workers and private contractors. Maintains records of labor hours and materials used to complete project.
Administers and oversees the electrical apprenticeship program for the Bureau including signing off on hours worked and assisting apprentices and journeymen.

Qualifications
Plus
Six years' experience in building maintenance, repair, renovation, or construction work, four years of which were at the journeyman level in the electrical trade.
Six years' experience in industrial electrical wiring and motor controls, four years of which were at the journeyman level in the electrical trade. A working knowledge of medium voltage frequency drive, process controllers, and pumping station operation is preferred.
Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.
Some positions may require possession of a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations. (License may require endorsements and / or the absence of certain restrictions).
Possession of a Baltimore County Master General or a valid State-Wide Master Electrician License. May require that the license be placed in the name of Baltimore County and be responsible for obtaining electrical permits for Baltimore County facilities and county-maintained grinder pump installations and repairs.

Conditions of Employment

Paid Leave

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year.
