A Non-Merit vacancy exists in the Department of Housing and Community Development.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Under general supervision, plans, coordinates, and supervises the enforcement of HUD’s housing quality standards (HQS) and/or National Standards for the Physical Inspection of Real Estate (NSPIRE), for families participating in Baltimore County’s Housing Choice Voucher (HCV) Program. Inspects the construction, repair, and alteration of buildings, and structures and inspects buildings, structures, and grounds to ensure compliance with building, electrical, plumbing, and livability codes, zoning laws, and other laws, codes, and regulations pertaining to the health, safety, and appearance of the community.
Essential Duties
- Coordinates the day-to-day activities of the Housing Choice Voucher (HCV) Program housing inspections operations.
- Oversees and maintains the control system for the assigned Inspection caseloads to ensure that inspections are performed, and follow-up activity is completed on a timely basis.
- Supervises all initial, biennial, and complaint inspections.
- Assigns and reviews work of Rental Subsidy Program Inspectors.
- Reviews inspection and generates reports.
- Provides advice and consultation to owners and managers of units subsidized by the HCV Program.
- Consults with owners and managers to resolve violations.
- Serves as point of contact and responds to all inquiries related to inspections performed for applicants, program participants, and property owners.
- Makes field inspections to conduct quality control inspections.
- Supervises the issuance of letters failing units, abating payments and terminating contracts.
- Testifies at hearings and various court proceedings when required.
- Coordinates and directs the preparation of inspection activities reports.
- Keeps agency management informed of the progress of cases.
- Mediates complaints and Dwelling Lease violations regarding HQS unit inspection items between tenant and landlord/owner, provide accurate information to tenant and landlord/owner questions, disputes and program rights and responsibilities with promptness, accuracy and efficiency, forward copies of follow up actions and written correspondences to appropriate management and department staff.
- Handles compliance with Section Eight Management Assessment Program (SEMAP) regarding Housing Quality Standards (HQS), occupancy and other related BCOH procedures, policies and regulations.
- Compiles data for reports required of the Housing Choice Voucher Program to submit for all inspection indicators.
- Investigates complaints of program abuse, document and take appropriate action in notifying department and management staff for resolution, per Housing Authority, HUD, Local, State, and Federal procedures, policies and regulations with promptness, accuracy and efficiency, forward copies of follow up actions and written correspondences to appropriate management and department staff.
- Operates agency vehicle and obtains and maintains a current Driver’s License and evidence of a good driving record for pre and continued employment is required for the position.
- Maintains records of inspection activities.
- Prepares reports.

Four years' experience in HQS (or similar) inspections, two years of which were in a supervisory capacity.
(Additional experience may be substituted on a year-for-year basis for the required education. Education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.)

Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment. Some positions may require registration as a Journeyman or Master Plumber in Baltimore County. Some positions may require registration as a Master General Electrician in Baltimore County or possession of a Statewide Master Electrician License.

Ability to work accurately, promptly and efficiently in performing physical and clerical work functions; capable of working closely and cooperatively with all BCOH staff, clients, general public, public and governmental officials. It is expected that this position will assist the Program Managers and Executive Director on critical projects and reports requiring independent thinking and with little supervision and requires open, active and positive communication with all BCOH staff.
May be required to successfully complete a pre-employment physical examination, urine drug screen, and employment background investigation, including checks of criminal background, education, and fingerprints.
Physical and Environmental Conditions
The work of this classification entails walking, standing, climbing, stooping, and lifting and carrying objects of moderate weight. Duties also entail frequent travel between inspection sites and exposure to adverse weather conditions.
