Within the Division of Diversity, Equity and Inclusion, serve as Program Manager within the Human Relations operation. The Program Manager also serves as Administrator to the Baltimore County Human Relations Commission (HRC). This position reports directly to the Division Chief who is also the Executive Director of the HRC. The HRC Program Manager manages multiple projects simultaneously that have significant variability in scope, complexity, and stakeholder interests as well as geographic dispersion. Projects may include a traditional study or project or team facilitation requiring content knowledge, process management, or a combination of competencies.
Must have extensive knowledge of civil and human rights laws including the 1964 Civil Rights Act.
The position must meet deadlines, assess the efficiency and effectiveness of staff work, track metrics, and communicate progress to upper management and stakeholders as appropriate. The ability to communicate effectively orally and excellent writing skills are needed. Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures. Ability to plan, assign, and supervise the work of subordinate employees (Compliance Specialists).
This position requires the ability to work independently, to have knowledge of and be able to interpret applicable state and federal laws and regulations, and to implement projects that address the necessary laws and regulations and support the Human Relations Commission mission.
Examples of Essential Duties
Graduation from an accredited college or university with a bachelor’s degree, preferably in business administration, public administration, law, liberal arts, or a related field, plus six years’ experience performing investigations, administrative, and analytical duties; plus three year’s supervisory experience
OR
Graduation from an accredited college or university with a master’s degree, preferably in business administration, public administration, law, liberal arts, or a related field, plus three years’ experience performing investigations, administrative, and analytical duties. Supervisory experience preferred.
(Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, programs and in Minority Business Enterprise contracts, Equal Employment Opportunity activities, or closely related work may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Education in business administration, public administration, or a related field beyond a bachelor’s degree may be substituted on a year-for-year basis for the required experience.

Examples of Essential Duties
- Manages the day-to-day operations of the Human Relations Commission. This includes though is not limited to supporting implementation of the HRC’s Strategic Plan.
- Provides assistance to the Executive Director. Leads and provides guidance to the Compliance Specialists. Oversees the management of discrimination complaints and investigations. Resolves complaints of discrimination and other violations applicable to state and federal laws, and guidelines. May perform special investigations and mediation activities with alternative dispute resolution policies and procedures.
- Supervises Compliance Specialists in developing and conducting trainings to ensure that Baltimore County constituents and employees are oriented with and receive ongoing updates on diversity, equity and inclusionary laws and best practices, including equal opportunity programs, the 1964 Civil Rights Act, and other legislation. Ensures compliance with the provisions of applicable local, state and federal laws.
- Performs and supervises thorough, prompt, impartial investigations of discrimination, harassment, and retaliation complaints as referred to in Article 29 involving those that live, work and play in Baltimore County. This includes developing an investigation plan, identifying and interviewing parties and witnesses, drafting and asking appropriate questions to gather information, managing interviews, collecting relevant evidence, and managing evidence review and comment periods.
- Prepares and presents comprehensive briefings to the Executive Director on all civil and human rights inquires, claims of discrimination and investigations. Briefings to include a written overview of the complaint, a presentation of all background related information, and an outline of proposed action steps, mitigation plan and/or recommendations.
- Serves as the County’s representative on local, state and national human and civil rights organizations.
- May represent the Chief of Diversity and Inclusion Officer or the County at meetings or on committees. Performs other related duties as required.
