POSITION SUMMARY: Responsible for directing the overall operation of the ENR department. Duties include the supervision of all ENR staff. Performs a variety of administrative, technical, professional and field work duties for the ENR department including those associated with the management of the Tribe’s renewable energy projects, water quality program, fisheries and wildlife program, solid waste/indoor air quality program, animal control program, tribal garden program and food sovereignty projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Supervise and oversee Environment and Natural Resources Department
- Submit reports to the Grants Department and Tribal Council.
- Attend training's, conferences and seminars to increase technical knowledge.
- Review and research environmental documents and issues concerning water.
- Research various environmental grants.
- Establish various tasks to be completed by Environmental and Natural Resources Department.
- Keep current on changes in the environmental field.
- Establish consultation and collaboration with County, State, and Federal agencies on various environmental and cultural issues within the Tribe's aboriginal territory or issues that could affect the Tribes natural resources.
- Work in collaboration with the Grants Department to ensure that all grant programs remain in compliance with Agency Regulations and 2 CFR 200Maintain a department strategic plan.
- Other duties may be assigned.
AUTHORITY/SUPERVISORY RESPONSIBILITIES: Shall manage the ENR Department.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION/EXPERIENCE:
- Must be eighteen (18) years of age.
- Must have High School diploma or GED
- Must have an Associate’s degree in Environmental Science OR:
- OR; equivalent combination of education and experience (Equivalent = two (2) year’s direct experience to one (1) year of education)-Related experience must be in related field and;
- Must have 6 /years of related experience in Environmental Science.
- Must have 1 /years of supervisory experience.
- Experience in managing grants preferred.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Shall possess a valid driver's license and be insurable by agencies insurance.
- Must provide or obtain CPR & First Aide certification within three (3) months of hire.
- Hazardous Waste Operations and Emergency Response
- Must obtain EPA UST Level A and B Operator Certification within forty-five 45 days
- FEMA IS-00100.c and IS-00200.c
- Water Quality Standards Academy - Basic Course
COMPUTER OPERATIONS
- Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.
LANGUAGE SKILLS:
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conforms to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS:
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY:
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES:
- Ability to operate standard office equipment (copier, fax, etc.).
- Must be able to work with American Indian people and be sensitive to their culture.
- Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
- Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
- Provide leadership to others through example and sharing of knowledge/skill.
- Must be able to work all shifts, weekends, holidays & special events as needed.
