POSITION SUMMARY: Under general supervision of the Environmental and Natural Resources

Director, administers and develops the Tribal forestry program, and the 106, 319, and Wetlands

Protection programs. The work of this position is distinguished by its emphasis on strategic planning, grant writing, project management, cost accounting, public relations, personnel management, distribution of resources, work evaluation, and budget development.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Prepares, executes and oversees the implementation of forest and wetland management using data from various sources, and assures that the plans are consistent with the requirements of other tribal resource plans, programs and projects.
  • Ensure completion the Clean Water Act Section 106 and Clean Water Act Section 319 work plans.
  • Implement portions of the General Assistance Program work plan.
  • Conduct wetland, storm water, waste water, and surface water sampling.
  • Reviews timber and fire trespass investigations, logging permit applications and logging access applications.
  • Create maps as needed using GIS mapping software.
  • Provides leadership, coordination and direction to:
    • Silvicultural and tree improvement programs, including stand improvement prescriptive burning and reforestation.
    • Timber harvesting including product utilization.
    • Insect, disease and other pest control activity, and
    • Integration of timber and wetland management plans and activities with other tribal programs.
  • Identify culturally important and invasive plant species.
  • Prepares and revises short and long range functional timber management plans for tribal forest land.
  • Reviews annual and/or periodic plans and schedules to determine compliance with long range resource management plans; and to set up areas and priorities for reforestation, wetland mitigation, timber stand improvement and timber surveys.
  • Oversees timber harvest activities including timber sale layout and design, logging methods and timing, appraisals, collection of sale receipts, sale administration, trespass, and sale plans. Position is responsible for all facets of timber sale administration ranging from presale activity to final responsibility of timber sale administration.
  • Assist with writing and submitting grants to various Federal, State and Local agencies.
  • Inspects timber stand improvement and planting projects for conformance with approved plans and specifications; coordinates timber stand and wetland improvement activities with other tribal resource management activities.
  • Assist with planning and implementation of environmental and cultural education and outreach.
  • Other duties as assigned.

AUTHORITY/SUPERVISORY RESPONSIBILITIES:

  • Supervise other ENR staff, other BRBRR staff, contractors, consultants, etc, who may be working on related projects.
  • Assist in enforcement of environmental laws and ordinances.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION/EXPERIENCE:

  • Associates Degree with courses related to Environmental science; and minimum one (1) year experience with aspects of grant writing, general reporting, database reporting and familiarity with QAQC procedures., GIS mapping software and implementation
  • OR; equivalent combination of education and experience (Equivalent = two (2) years direct related experience to one (1) year of education).

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Shall possess a valid driver's license and be insurable by agencies insurance.
  • Must provide or obtain CPR & First Aide certification within three (3) months of hire.

COMPUTER OPERATIONS

  • Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc. Experience with MS Office required.

LANGUAGE SKILLS:

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS:

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

OTHER SKILLS AND ABILITIES:

  • Ability to operate standard office equipment (copier, fax, etc.).
  • Must be able to work with American Indian people and be sensitive to their culture.
  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts of Bear River Band of the Rohnerville Rancheria.
  • Provide leadership to others through example and sharing of knowledge/skill.
  • Experience with data entry into database systems and Background in water quality, forestry, wetland science, riparian or stream ecology preferred.
  • Background in Botany or familiarity with native plants of the north coast.
  • Demonstrated practice and interpretation of Traditional Ecological Knowledge (TEK) with a breadth of understanding related to Bear River aboriginal territory and associated aquatic and terrestrial resources and local climate change impacts.
  • Experience collecting data from natural systems and following data collection protocols.
  • Experience operating and handling data from handheld GPS and mapping devices such as Trimble and Garmin devices.
  • Working knowledge of chronological and alphabetical filing system.
  • Ability to work effectively under pressure and meet deadlines.
  • Ability and willingness to travel frequently and on short notice, sometimes on weekends.
  • Must have good writing skills.
